This position is part of the Selective Service System. The incumbent will be responsible for directing all the activities and functions of the Data Management Center (DMC), which processes the registration materials submitted by persons who register.

Duties

Responsible for establishing long- and short-range plans and projects. Approves or disapproves proposals and recommendations submitted by branches. Responsible for final review and approval of the financial and budget programs for submission to agency headquarters elements. Serves as the registration processing subject matter expert of major studies and/or projects directed by headquarters that impact the agency's mission, programs, or operations. Serves as the business owner for Registration Systems, working closely with the agency CIO on the software development life-cycle (SDLC) processes.

Qualifications

At the GS-15 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-14 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position includes determining program goals, resource needs, and allocates resources to account for their effective use; AND develops work plans, establishing, implementing, and refining necessary planning and control systems to assure effective and efficient use of personnel, facilities, and other resources; AND experience managing staff, such as evaluating performance and distributing workload to meet established national objectives and priorities. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Education

Education cannot be substituted for specialized experience at this series/grade level.
