About the Position: The primary purpose of this position is to ensure integration and educational soundness of the US Army Corps of Engineers Leadership Program at the Enterprise level. This position reports directly to the Chief, Talent Management and Development Division, HQ, US Army Corps of Engineers.
Duties
Design and execute Enterprise level Leadership Program for supervisors and non-supervisors.
Develop, test, review, and revise instructional materials and content lessons/courses in accordance with specific learning objectives for Enterprise Communities of Practice (COP) in various functional areas.
Conduct studies and develop and track metrics involving all aspects of leadership development training to predict and evaluate student achievement and organizational improvement.
Evaluate established curriculum and update to keep leadership program current and relevant to the needs of the U.S. Army Corps of Engineers.
Coordinate with Senior leadership, employees, and private industry (colleges, universities, etc.) to gather information, provide advice, and ensure initiatives are aligned with the USACE Campaign Plan.

BASIC REQUIREMENT:
DEGREE: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
(1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
(2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
(3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
(4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR
(5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
ADDITIONALLY, Specialized Experience Statement: One year of specialized experience which includes: (1) applying a systems approach to training to analyze, design, develop, implement, and evaluate performance based training; (2) Conducting studies involving all aspects of leadership development training to predict and evaluate student achievement and recommend academic and non-academic improvements to the training; and (3) partner with subject matter experts to evaluate computer-managed and computer assisted instructions for mentoring and leadership programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
