About the Position: Serve as Chief of a US Army Corps of Engineers Learning Center Training Division responsible for planning, directing, administering, and evaluating a variety of unique and unusual interagency specialized training programs. This position may supervise one or multiple branches engaged in the Proponent Sponsored Engineer Corps Training (PROSPECT) Classroom and virtual/Distance (VL/DL) Learning Programs.
Duties
Manage and develop organizational policy and procedures pertinent to the implementation of Distributed Learning and the use of applied instructional technologies into the Proponent Sponsored Engineer Corps Training (PROSPECT) Program.
Develop, test, review and revise instructional materials for specific learning objectives.
Assess learning outcomes, design, and effectiveness of curricula and instructional programs used relative to the PROSPECT Classroom.
Perform budget execution and monitor obligations incurred and expenditures of funds.
Plan and monitor work assignments of others; evaluate work performance and provide.
Manage functions, provisions, schedules, and administrative activities relative to the PROSPECT Classroom and Virtual/Distance Learning Programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a Secret security clearance.
- One year supervisory probationary period is required.
- Occasional travel (TDY) is required away from duty station up to 15% of the time.

BASIC REQUIREMENT FOR INSTRUCTIONAL SYSTEMS SPECIALIST
DEGREE: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
(1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
(2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
(3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
(4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR
(5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
Specialized Experience Statement: One year of specialized experience which includes: 1) serving as an Instructional Systems Specialist or Course Manager/primary educator for adult education; 2) possess experience in instructional design; 3) experience with in-class and distance learning methodologies supported by advanced technologies, and 4) implement course and program evaluation and standards of accreditation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
