You will serve as a OPERATIONS RESEARCH ANALYST in the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Personnel Demonstration Project. The ND-03 pay band encompasses positions equivalent to GS-12 through GS-14. This position has a control point at the GS-13 Step 10 equivalent.

Duties

You will Use modeling and simulation testing to produce documentation in support of data management analysis plans. You will Use fundamental concepts and techniques of operations research and applied mathematics to solve problems, identify trends, or improve programs You will Give statistical analysis of data to be used for technical or business decisions. You will use mathematical or statistical tools, models, or methods in support of assigned project objectives. You will evaluate contractor management control systems to determine compliance with earned value management system requirements. You will develop metrics to measure test and evaluation program progress against established milestones or benchmarks.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To be considered for ND-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) or pay band (ND-02) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Appling statistics, multidimensional dataset design, and operations research to perform both exploratory data analysis (EDA) and confirmatory data analysis (CDA); 2) Using system design, product support design, system in-service, or comparative system data to identify, classify and scope Systems Engineering and Product Support problems; 3) Developing business case analyses (BCA) for Expeditionary programs; 4) Preparing technical reports for presentation. POSITIVE EDUCATION REQUIREMENTS Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Each series positive education requirements the applicants must meet are isted below:

Operations Research-1515 Basic Education Requirements:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Evaluation of Education:

The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.

Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
