You will serve as a MANAGER in the MODELING AND SIMULATION BRANCH, SUPPORTABILITY AND DESIGN ANALYSIS DIVISION, COMBAT SYSTEMS TEST AND EVALUATION DEPARTMENT of NAVAL SURFACE WARFARE CENTER PORT HUENEME DIVISION.

Duties

You will serve as a Branch Manager applying knowledge, skills, and abilities in designing, developing, and adapting mathematical models to In-Service Engineering and Logistics disciplines. You will coordinate a team effort to plan, develop, implement, and maintain logistics support for Navy surface combatant weapon systems and warfare equipment for In-Service and Developmental Reliability and operational and supportability analysis. You will perform administrative functions such as personnel administration and budget requirement definition and controls. You will monitor and evaluate performance, establish priorities, assign work, and adjust workloads as required. You will analyze organizational and operational problems and develop timely and economical solutions.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Scientist leading projects in the development of mathematical models to identify and resolve ship weapon systems design issues and deliver sustainable systems for the Fleet. Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Applicants must possess a degree in operations research or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
