About the Position: Serves as Emergency Management Specialist and advisor for the US Army Protection Directorate. This position is located in the Protection Division, Army Protection Directorate (DAMO-AP), Office of the Deputy Chief of Staff for Operations (DA G-3/5/7), Headquarters, Department of the Army (HQDA).

Duties

Analyze and develop emergency management policies and plans, procedures, and long-term risk assessment. Research information and develop new approaches to the planning processes which serve as precedents throughout the organization. Develop and advise on a comprehensive emergency management plan aimed at strengthening the security and resilience for Army emergency situations. Collaborate in Joint, DoD or Army working groups, counsel of colonels, or other task forces on strategy and policy development when scheduled. Safeguard Army strategy, policy and guidance that will be promulgated to all organizations. Develop and advance strategies, concepts, and policies for Army Protection Programs and Emergency Management in support of Army Senior Leaders. Track and plan day-to-day functions of classified and unclassified staffing actions. Provide program planning and assessment for a wide variety of complex interrelated Protection or Emergency Management issues/programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
  • Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
  • This position requires the incumbent to travel TDY up to 15% of the time.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Program ManagementProgram SecuritySecurity Program Management GS-14 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
