For persons currently covered by the LEO retirement provisions, this position meets the provisions for continuation of LEO retirement coverage. The incumbent of this position is subject to random drug screening and updated background investigations every five years.***

Duties

This position is located within the Department of Program Services (DPS), Probation and Pretrial Services Office (PPSO), Training and Safety Division (TSD), Safety and Firearms Branch. The PPSO manages, oversees, and supports the judiciary's probation and pretrial services program. The TSD provides training to probation and pretrial services officers and sets professional requirements for the officer position. This position will report to the Safety and Firearms Branch Chief at the Federal Probation and Pretrial Academy (FPPA). The FPPA seeks a self-motivated, professional Probation Administrator to be responsible for achieving efficient administration of the probation and pretrial services system. The ideal candidate will possess extensive knowledge and experience in firearms, search and seizure, and safety practices and techniques. Preference will be given for current certifications in the Administrative Office's Firearms and Safety Instructor Programs and the Federal Law Enforcement Training Center's Firearms Instructor Training Program. The ideal candidate must demonstrate the ability to develop working relationships at all levels throughout the AO, the Judiciary, the Federal Law Enforcement Training Center, external entities, and also promote cooperation and commitment within a team to achieve goals and complete work products. Teamwork involves knowing and supporting teammates' work; helping teammates who need or ask for support or assistance; acknowledging and celebrating teammates' achievements; encouraging team unity through sharing information or expertise; working together to solve problems; putting team success first; and identifying and removing barriers to team productivity and success. The duties of this position include, but are not limited to: Serving as an authority on firearms and safety to the Federal Probation and Pretrial Services System, Federal Judicial Center, United States Sentencing Commission, Department of Justice, Congress, and other agencies. Developing, delivering, and evaluating training curricula for Federal Probation and Pretrial Services Officers. Providing management support and operational oversight for Federal Probation and Pretrial services offices nationwide by developing, auditing, reviewing, and overseeing operational procedures, documents, and standards related to firearms and safety. Providing technical assistance and conducting training programs at the academy and throughout the Federal Probation and Pretrial Services System with an emphasis on firearms and safety. Scheduling, planning, conducting meetings, and providing information in such areas as training needs of officers in all program areas, including the Training and Skills Branch. Serving as a subject matter expert on all aspects of search and seizure, firearms and safety training, including curriculum development and training delivery. Representing the agency to high level officials on complex operational issues (e.g., officer training and performance, program management, etc.) related to probation and pretrial services and firearms and safety. Analyzing and evaluating data/research pertaining to firearms, search and seizure, and safety practices.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in developing, conducting, and/or evaluating training curriculum in the areas of search and seizure, firearms, and/or safety for federal probation and pretrial services officers.

Education

The basic qualifications can be met in one of three ways:
  1. Degree in behavioral or social science, or related disciplines appropriate to the position.
  2. Combination of education and experience that provides the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
  3. Four years of appropriate experience that demonstrates that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
