The Budget and Accounting Division at the NASA Shared Services Center (NSSC) is currently seeking a highly qualified applicant to serve as a Management and Program Analyst. The Budget and Accounting Division within the Support Operations Directorate of the NASA Shared Services Center (NSSC) is responsible for developing, overseeing, and managing budget and accounting operations and institutionally managed requirements associated with the NSSC and the Working Capital Fund.


Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Communicate with internal/external stakeholders to gather information and integrate work products and to perform program assessments. Prepare presentations based on assessments and on validated information and data. Serve as an analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation. Prepare directives, issuances, memoranda, policy statements, and other written guidelines and recommendations to introduce new initiatives and to recommend effective operations consistent with policies and objectives. Research/investigate new or improved business and management practices for application to operating and administrative programs. Compile data and prepare financial, administrative and/or program reports (e.g., budget scenarios, draft policies, briefing papers, programmatic summaries, and briefing materials) by performing complex data analyses. Lead or serve on teams as a subject matter specialist or representative to provide information and/or data-driven guidance. Support business operational demands and utilize data management and analytics to maximize outcomes. Produce extensive written products to explain programmatic concepts, strategies, alternatives, and outcomes to leadership. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level: Managing business administrative services or functions for organizations; Developing guidance and providing analysis or advice for the implementation of projects, initiatives, or activities; Preparing reports and communicating data and information to various customers and stakeholders. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Integrating comprehensive business administration services and functions for large organizations; Developing, implementing, or leading programs, projects, initiatives, or activities, and/or providing guidance, advice, analysis, or oversight; Preparing and presenting reports/results and communicating data and information to customers and stakeholders.
