Duties
Serves as the Director, Labor and Employee Relations Division (DCMA- HCL), Total Force Directorate (Human Resources), Defense Contract Management Agency (DCMA).
Plan and direct the Agency labor relations program, employee relations, two distinct performance management systems and analyze program effectiveness.
Manage programs covering labor relations, employee relations, employee benefits, performance management, worker's compensation, Drug Free Work Place, Employee Assistance Program, Work Life, incentive awards and associated programs.
Provide guidance and support on contract negotiation and administration, union and management rights, unfair labor practice charges and complaints, arbitration of grievances, and resolution of negotiability issues.
Develop and implement short/long range planning objectives to set the strategic direction and framework for agency implementation of AcqDemo.

Qualifications
To qualify for a Supervisory Human Resources (Employee Relations/Labor Relations), your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Serving as the advisor to senior leaders for administration and interpretation of the collective bargaining agreement.
Providing strategic advice and guidance regarding bargaining obligations, resolution of negotiability issues, and unfair labor practice complaints and/or grievances.
Providing guidance and support on issues pertaining to contract negotiation and administration, union and management rights, unfair labor practice charges and complaints, arbitration of grievances, and resolution of negotiability issues.
Planning and directing an organizations labor relations program.
Directing the development of policies and plans for management of AcqDemo in an agency.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
