Duties
Provide expert advisory and consultative service to all management levels within the Agency and its field installations/activities on specific and Agency-wide issues on Civilian Human Resources Management function or multiple program areas.
Interpret and provide instruction on Federal Human Resources laws, regulations, policies and procedures and develop guidance on courses of action.
Determine areas of procedural and regulatory deficiencies as they relate to Federal Civilian Human Resources and provide recommendations to correct or improve personnel practices.
Serve as team member on special projects or comprehensive studies to identify and examine problems or operating issues that may impact a major organization or an entire field activity within the Agency.
Assist with managing special programs such as workforce shaping, realignments, incentives, job classification, skill analysis, recruitment and staffing.

Qualifications
To qualify for a HR Specialist, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Applying Federal Civilian Human Resources principles, concepts, methods and practices.
Advising senior management officials in the areas of long term organizational planning; succession planning and workforce shaping/planning.
Advising senior management official on staffing and classification strategies, recruitment/retention/relocation incentives, onboarding and organizational design.
Leading a team or participating on a team responsible for planning and conducting special projects or studies.
Identifying and resolving Federal Civilian Human Resources operating issues and problems and improving the Agency's Federal Civilian Human Resources programs.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
