The position serves as Regional Clinical Quality Assurance (QA) Program Coordinator/Risk Management Specialist for case management/clinical counseling functions for the FFSPs. Incumbent serves as special assistant to the Regional FFSP Program Manager (PM) and is responsible for case management/clinical counseling QA functions including: planning, developing, and implementing the FFSP Quality Assurance/Risk Management Program.

Duties

Clinical duties comprise 25% of incumbent's time and include but are not limited to: Provides leadership to the organization in ensuring the provision of the highest level of clinical counseling services through complying with instructional, policy, professional and accreditation requirements per current SECNAVINST's and Commander, Navy Installations Command (CNIC) Certification Standards. Ensures the evaluation and enhancement of quality clinical services, including administration of risk management, professional credentialing, professional education, and program evaluation resulting in improved client care and treatment, and quality customer service. Conducts regular QA review of Clinical, Family Advocacy Program (FAP), Sailor Assistance Intercept for Life (SAIL) and New Parent Support (NPS) cases. Chairs Critical Incident Review Committee (CIRC) meetings on open cases involving suicide or attempted suicide and homicide. Chairs the Regional Fatality Review Committee meeting on cases that result in the death of a military member or dependent due to abuse or neglect. Develops and maintains efficient and effective methods to achieve the clinical mission of the FFSP. Assists with other counseling and advocacy services, administration and management, as requested by the Regional Counseling and Advocacy Program Coordinator (RCAP). Case Management duties comprise 25% of incumbent's duties and include but are not limited to: Ensures compliance with CNIC Certification Standards and other appropriate guidelines through implementing required QA activities for all clinical services as established by and under the technical guidance provided by the Regional Counseling and Advocacy Program Coordinator (RCAP). Develops and delivers trainings within the Region in order to address deficiencies in Certification Standards and to ensure compliance with instruction and policy. Performs records audits and clinical care reviews; reviews customer satisfaction surveys; oversees the development of Quality Improvement Plans (QIPs); oversees critical incident reviews and leads/conducts investigations of alleged provider impairment, unethical behavior or other misconduct as required; ensures periodic needs assessments, delivery and analysis; collects and compiles data to conduct overall clinical program evaluation/reporting; provides consultation and guidance to upper management and staff on case management and clinical quality assurance matters. Administrative functions comprise 25% of incumbent's time and include but are not limited to: Identifies and evaluates key clinical processes; develops methods for collecting process improvement data. Provides analytical expertise to measure progress in activities critical to improved clinical service delivery. Develops and manages an administrative reporting system to ensure that quality of clinical services is routinely reviewed according to current SECNAVINST's and CNIC Certification Standards and other applicable professional standards. Program Management functions comprise 25% of incumbent's time and include but are not limited to: Manages region's Professional Credentialing and Privileging program in accordance with written protocol and under the oversight of the RCAP. Ensures all health care practitioners within Commander, Navy Region Southwest (CNRSW) are credentialed/privileged and meet/maintain required professional and licensure standards outlined by the Department of Navy (DON). Ensures all clinical providers participate in regular clinical supervision and/or consultation as appropriate to their privileging status.

Requirements

  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.

  • Occasional travel up to approximately 10% may be required. Incumbent may be required to travel for up to two weeks for the purpose of attending or providing trainings.
  • This is a non-critical sensitive position requiring access to IT II system and/or PII. Position requires employee to obtain/maintain eligibility for a Secret Security Clearance. ANACI is required via the SF86 Security Form.

Qualifications

Knowledge of the principles and practice of clinical social work, program development and FFSP organization, mission and functions. Knowledge of analytical and evaluative methods and a thorough understanding of how regulations and other programs affect the FFSP clinical function. Ability to utilize these skills in measurement of standards to maintain a high quality clinical program and service delivery to clients. Knowledge of FFSP policies, procedures, instructions, and clinical treatment. Ability to apply, complex instructional guidance related to managing FFSP's clinical Quality Assurance Program. Knowledge of intervention strategies, treatment modalities, and policies concerning mental health treatment including domestic violence. Ability to function autonomously in overseeing the FFSP clinical Quality Assurance Program while interacting effectively with a large number of diverse medical, legal, social service and other personnel and agencies. Ability to communicate effectively both orally and in writing.

Education

Successful candidates for this position shall meet all qualifications as outlined in the current SECNAVINST 1754.7A:

The Clinical Practitioner must meet the following requirements:
  • State or U.S. territory or license or certification that provides legal authority to provide clinical services as independent practitioner.
When the state or U.S. territory licensing or certification requirements include a written examination, candidates for privileging must have achieved a passing score on that examination.

Possess at least a master's degree in one of the following clinical fields:
  • Marriage and Family Therapy from a program accredited by Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE) or an equivalent degree.
  • Social Work from an accredited school or an equivalent degree.
  • Psychology from a doctoral program approved by APA or an equivalent degree.
Must have engaged in 2 years, that includes at least 2000 hours, full-time, post-licensure clinical
experience, with a minimum of one-year experience in assessment and treatment of children and
demonstrated experience working with children exposed to family violence."
