The primary purpose of the position is to provide Sexual Assault Response Coordinator (SARC) and victim advocate services to any installation within the Naval District Washington Area of Responsibility (AOR), assist the Regional Sexual Assault Response Coordinator (RSARC) in special projects and tasks related to the execution of Sexual Assault Prevention and Response (SAPR) region-wide, and provide coverage for gapped SARC positions at various installations for extended periods of time.

Duties

Installation Specific Program Management duties comprise 60% of incumbent's time and include but are not limited to: Provides sexual assault response and victim advocacy in locations where installation SARC billets are either gapped or under-staffed. Communicates directly with the Installation Commander to provide regular updates and assists the Commander with meeting SAPR Program requirements. Assists Installation and Fleet Commanders in their AOR, as assigned, in executing the goals of the SAPR Program, and may be required to provide SARC duties and responsibilities in a deployed environment. Assists with preparations for visits from inspecting authorities. Implements the SAPR program in the assigned AOR and conducts ongoing assessment of its consistency and effectiveness. Ensures collection of data is in compliance with policies and guidance. Interfaces with military and civilian agencies to identify resources and services to promote availability of victim support systems. Liaises with cognizant departments/agencies (e.g., medical, base security, Naval Criminal Investigation Service (NCIS), Victims' Legal Counsel (VLC)) to facilitate a team approach in sexual assault cases. Facilitates the development and collaboration of installation SAPR public awareness campaigns to include planning of local events. Develops and maintains a current and comprehensive file of Navy and civilian resources for victims of sexual assault. Collaborates with local community crisis counseling centers to augment or enhance the installation SAPR Program. Assists FLEET and TYCOMs in their AOR, as assigned, in executing the goals of the SAPR Program. Ensures victim advocacy services include: the capacity to respond by telephone and in person 24 hours a day, providing support and assistance to victims of sexual assault, including response within 60 minutes of the referral, either telephonically or in person and procedures for contacting SAPR Victim Advocates (VAs), as well as specific protocols that govern the duties and responsibilities of the SAPR VA. In addition to the above, incumbent will perform the duties below as needed when providing coverage for gapped positions.

Requirements

  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.

  • Must comply with DoD Sexual Assault Advocate Certification Program (D-SAACP) policy guidelines and complete all training requirements.
  • Must have or be able to obtain and maintain a Secret Security Clearance. Must be a US Citizen.
  • Must have or be able to obtain and maintain a current state driver’s license.
  • Incumbent may be required to stay on-site at various installations for extended periods to provide coverage for gapped positions.

Qualifications

Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs. Knowledge of the dynamics of sexual assault and local community resources for sexual assault victims. Knowledge of the DoD and SAPR Program, along with local, state, and federal laws and military regulations pertaining to victims of sexual assault is preferred. Knowledge of CNIC's EEO policy and procedures. Knowledge and skill in developing and adhering to program management plans. Knowledge of Microsoft Office Suite, DSAID and FFSMIS. Skill in the use of office software applications and required management data systems to enter data, prepare reports, and develop information. Skill in providing victim advocacy and working with victims of sexual assault. Ability to identify needs, trends, and performance measures to evaluate program effectiveness and provide recommendations for process improvements. Ability to use data management and reporting systems to collect and organize data drawn from databases. Ability to compose written reports and material clearly, concisely, and effectively. Ability to maintain accurate statistical framework for program data collection and reports. Ability to work effectively with individuals and families from diverse racial, ethnic, religious, and socioeconomic backgrounds. Ability to intervene in crisis situations, using sound professional judgment, ethical practice, and common sense. Ability to work with military and civilian medical, social service, law enforcement, and legal personnel on behalf of victims. Ability to develop and effectively deliver presentations and/or training. Ability to effectively communicate both orally and in writing with all levels of management, staff, and military personnel and their families.

Education

Degree: behavioral or social science; or related disciplines appropriate to the position.

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

or

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
