This position is located in the Directorate for Biological Sciences, Division of Environmental Biology. The primary purpose of the position is to advance research excellence and innovation; develop human and infrastructure capacity critical to the U.S. science and engineering enterprise; and promote engagement of scientists and engineers at all career stages.

Duties

As a Administrative Officer, you will perform the following duties: Participates in the strategic planning for BIO's complex administrative functions, building broad organizational consensus and effectively communicating BIO policies and plans. Serves as the Office expert on NSF requirements and procedures for all administrative management functions. Coordinates or leads complex projects, analytical studies, and reviews related to the effectiveness and improvement of procedures, policies, or business systems, including financial management, IT, or administrative processes and systems. Leads the planning, organization, and conduct of internal analyses and business process improvement reengineering studies and develops new approaches. Serves as BIO's HR liaison on all HR matters and coordinates the submission of performance plans and appraisals within BIO to ensure compliance with the NSF performance appraisal systems. Serves as training coordinator for BIO and is responsible for developing and overseeing the annual staff training plan and keeping staff apprised of training opportunities. Participates in BIO staff planning, including identifying current and future staffing needs and succession planning requirements. Manages space for the Office. Works within space guidelines for each position, makes decisions on where to locate new staff, arrange for reconfiguration of space to accommodate staff requirements, and negotiate for space, as necessary. Formulates, executes, and monitors the Agency Operations and Awards Management (AOAM) budget.

Qualifications

To qualify at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 Level managing administrative and operational activities for an organization, to include human capital, budget, and analytical activities. Examples of this experience include: planning, scheduling, and conducting projects and studies to assess the effectiveness and efficiency of program operations; establishing criteria to measure and/or predict the attainment of program or organizational goals and objectives; developing administrative regulations, such as those governing the allocation and distribution of personnel, supplies, equipment, and other resources. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
