Duties

Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. This position is located in the Office of Small Business (OSB), Minority and Women Owned Business Outreach Division (MWOB). The MWOB Division is responsible for strategic sales and marketing of all EXIM Bank programs, products and services. As appropriate, consistent with the Bank's charter, emphasis will be placed on small businesses, including those owned by women and minorities, environmental entities, and exporters located in rural and urban areas. The incumbent plays a lead role in support of the Vice President, MWOB Outreach in transforming EXIM's small business operations from a specialty niche into a mainstream high-volume distribution platform that better serves a wider and deeper small business customer base. The role pays special attention to addressing the educational needs of EXIM's current and new Export Credit Insurance policy holders. The incumbent is expected to be fully knowledgeable of and proficient in dealing with the retail commercial small business lending industry and various important sectors within it, including credit unions, and community development financing institutions, and also with trade credit insurance products. At the full performance level, duties include, but are not limited to: Supervises and provides technical direction to subordinate professional and nonprofessional staff. Works closely with the Vice President of MWOB Outreach to design and execute specific sales and marketing strategies to reach current customers with underutilized policies. Works closely with the Vice President of MWOB Outreach to cultivate and manage relationships with groups and organizations which represent small business exporters. The incumbent shall identify, work closely with, representatives of these groups to familiarize them with new or existing EXIM Bank's products and services, and develop and forge a wide range of new EXIM Bank partnerships. Identifies changes to existing programs or to develop new programs which address special needs of small business sectors. Remains constantly alert to issues or challenges, which arise in his/her dealing with Brokers, Lenders and Regional Export Promotion Program Members. Identifies and recommends appropriate solutions to problems. Meets with potential clients that are or could be a party to any U.S. export transaction. Educates clients on an array of EXIM Bank and other agency programs available to exporters and importers of U.S. equipment and services. Advises clients or potential clients on how to apply for U.S. government assistance, program requirements of that assistance, applicable fees, documentary and credit requirements of the appropriate policy and program structure. Maintains a current and in-depth knowledge of all programs, structures, Bank policies, and market changes necessary to fulfill the mission of the Client Care Unit. Attends domestic and international trade shows and seminars that showcase EXIM's financing opportunities to attendees. Serves as a back-up public speakers on behalf of the Bank to various requests, including seminars, trade shows and instructional workshops, both domestically and internationally. Makes presentations to senior management and advisory committee meetings on assigned marketing activities, and provides information for senior management to use in congressional testimony on issues relevant to business development. Leads internal work groups and committees that evaluate and make recommendations regarding improvements in EXIM Bank's programs, policies, or processes. Works on special projects and performs other duties as required by supervisor.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government or other equivalent pay systems. Specialized experience includes: Experience designing and executing specific sales, marketing and customer service strategies to reach the underserved business community; Experience engaging with small business lending and insurance industries; AND Experience leading a staff including planning, directing, reviewing, and monitoring their work. Education cannot be substituted for experience at the GS-14 grade level.
