The Human Capital Planning and Solutions Division is located in the Department of Transportation, Office of the Secretary of Transportation, Office of Human Resource Management. The Division is responsible for strategic HR planning for the agency and providing a variety of Human Capital solutions and functions to meet the critical HR needs of the agency.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience administering staffing and recruitment programs, applying a wide range of advanced staffing, recruitment and placement concepts and practices, and advising management on hiring strategies, programs and plans to meet future workforce needs.
Experience coordinating, scheduling, and/or managing recruitment events.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Recruitment/Placement - Knowledge of HR concepts, principles, and practices related to identifying, attracting, and selecting individuals and placing them into positions to address changing organizational needs.
Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
Workforce Planning - Knowledge of HR concepts, principles, and practices related to determining workload projections and current and future competency gaps to align human capital with organizational goals.
