The position serves as the Housing Assistant for the Housing and Urban Development /Veterans Affairs Supportive Housing (HUD/VASH) Program within the Health Care for Homeless Veterans (HCHV) Program aligned under the Social Work Service. This individual has primary responsibility for coordination of housing resources and outreach to increase and maintain appropriate housing options for Homeless Veterans in the HUD/VASH Program using the Housing Choice voucher.

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties include: Conducts housing searches and seminars, serves as a primary resource person for veterans who are homeless or at risk of becoming homeless. Establish respectful, effective relationships with veterans, family members, staff within the Housing and Urban Development /Veterans Affairs Supportive Housing (HUD/VASH) Program and Social Work Service, the Public Housing Authority (PHA), and community partners agencies Provide guidance to all facility staff on resources that enhance and result in positive housing outcomes for veterans. Works with the local staff in developing templates for concise, individualized veteran centered assessments to determine the needed intensity level of housing stability and support for homeless veterans. Provides housing development, landlord and homeless outreach and direct housing search and other support services for veterans in the HUD/VASH Programs Educates individuals and organizations on the benefits of leasing to HUD/VASH Veterans. Serves as an advocate on behalf of Veterans with landlords, property managers and community partners, when appropriate, to ensure comprehensive service delivery resulting in housing placement for the Veteran. Conducts monthly conference calls with all the members (Veterans Affairs and non- Veterans Affairs) of the local housing collaborative serving Veterans and resolves access barriers to rapid housing placement. Develop and maintains a database on housing units, landlords and property managers for housing and placement outcomes and provide feedback to the HUD/VASH program as well as local homeless leadership. Performs other duties assigned. Work Schedule: Monday through Friday; 8:00 a.m.-4:30 p.m. Recruitment & Relocation Incentives: Not authorized Financial Disclosure Report: Not Required

Qualifications

You may qualify based on your experience and/or education as described below: SPECIALIZED EXPERIENCE: You must possess one (1) year of specialized experience equivalent to the next lower grade level (GS-4) in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes experience in working with local Public Housing Authorities; developing relationship with community partners, public housing authority and landlords, providing both direct and indirect service to access housing listing, housing preparation, housing counseling, negotiations with landlords, transportation for house search and housing placement. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE.) OR, SUBSTITUTION OF EDUCATION FOR EXPERIENCE: You must have successfully completed four (4) years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. One full year of graduate education is considered to be 18 semester hours. (COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION) OR, COMBINATION OF EXPERIENCE AND EDUCATION: Possess equivalent combinations of successfully completed post-high school education and specialized experience to meet total qualification requirements at the GS-5 level? (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE AND COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION) You will be rated on the following Competencies as part of the assessment questionnaire for this position: Client OrientationInterpersonal SkillsManages and Organizes Information IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Employee is required to walk and climb stairs, handle, finger, grasp and feel objects and equipment; reach with hands and arms; communicate; receive and exchange ideas, information by means of spoken and written work; be mobile by oneself from place to place quickly and easily; repeat various motions with the wrists, hands and fingers; be able to have visual acuity for (including, but not limited to) administrative and clerical tasks; drive government vehicles as appropriate to position and transport clients; be able to enter various buildings that may require climbing stairs.
