This position is in the Office of Information and Technology, Office of People Science, Human Resources, Recruitment and Placement. This position will close on the posted closing date OR at 11:59 p.m. on the day in which 50 applications have been received, whichever comes first. .

Duties

The primary purpose of this position is to provide operations, guidance, processes, and expertise on a wide variety of human resources recruitment and placement activities. Major Duties Include: Performing external recruitments by developing multiple recruitment strategies utilizing such sources as Veteran readjustment, reinstatement, and direct hire appointment authorities under Title 5, United States Code, and other statutes and legal authorities as applicable. Conducting job analyses on a wide variety of complex positions using research, interview, observation, and analytical techniques to gather, document, and analyze information to develop qualification rating factors. Determining appropriate rating and ranking selective factors and develop crediting plans to assess varying degrees of job qualifications and explain the methodology to management. Performing internal placement duties including conducting job analysis, preparing promotion and placement products, developing rating factors and crediting plans for vacancy announcements, and issuing promotion and referral certificates. Analyzing and evaluating an organization's current staffing situation including turnover, vacancies, and current recruiting strategies to identify and forecast staffing problems. Researching and developing solutions and strategies to recruitment and retention problems that integrate a variety of flexibilities. Interpreting and applying laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees. Explaining and interpreting federal and organization regulations and policy regulations relating to competitive and noncompetitive staffing, Veterans preference, qualification standards, etc., to human resources staffing specialists, human resources management specialists, HR officers and/or assistant HR officers, and other program officials. Providing technical assistance to managers in developing justifications for requesting the use of special salary rates, recruitment bonuses, retention allowances, or other authorities. Assisting HR customers in the administration of the organization's special emphasis recruitment program such as the upward mobility, intern, persons with disabilities, and displaced employee programs and advising management on special emphasis placement opportunities. Work Schedule: Monday-Friday, 8:00 a.m.-4:30 p.m. Position Description Title/PD#: Human Resources Specialist (Recruitment/Placement)/PD70005A/20006A Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Selected candidate must secure office space at a VA/Federal facility prior to receiving an official offer. Remote: This is not a remote position. Virtual: This is a virtual position. Qualifications

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-9 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: experience utilizing an automated recruitment system to post position vacancies; providing consultative advice and guidance on issues related to recruitment and placement; performing the full range of recruitment and placement functions, including processing personnel actions. ~OR~ Education: Successful completion of a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~ Combination: Combinations of successfully completed graduate level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. To qualify for this position at the GS-12 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: experience utilizing an automated recruitment system to post position vacancies; providing consultative advice and guidance on issues related to recruitment and placement; performing the full range of recruitment and placement functions, including processing personnel actions. ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: preparing vacancy announcements in an automated recruitment system; providing custom recruitment strategies and consultative services; conducting job analyses; researching laws, regulations, and policies to analyze, evaluate, and recommending appropriate resolutions to recruitment and placement issues.

Education

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
