This Office Director position is located in the Bureau of Global Talent Management, Office of Organization and Talent Analytics (GTM/OTA) in Washington, DC.  The mission of GTM is to recruit, develop, and empower the world’s premier diplomatic team to advance U.S. foreign policy goals.  This includes taking care of the Department of State’s people as we continually endeavor to serve and deliver dynamic 21st-century talent management.  The incumbent reports to a DAS in GTM.

Duties

The Office Director provides leadership to the GTM/OTA team and serves as the senior management advisor to the Director General of the Foreign Service and Director of Global Talent Management on world-wide workforce planning.  The incumbent plays a key role in the Department’s management of its Civil Service and Foreign Service workforce, and is responsible for developing, presenting, and justifying human capital requirement options in line with foreign policy priorities and objectives as well as legislative mandates.  Specifically, the incumbent:

Requirements

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Incumbent will be subject to random drug testing.
  • Requires a financial disclosure statement, OGE-278.
  • One year probationary period, unless excepted by regulation.
  • Verification of employment eligibility in the United States is required.

Qualifications

Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications (last five questions). When responding to the Mandatory Technical Qualifications and Executive Core Qualifications, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the Technical Qualifications and the Executive Core Qualifications. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. You should limit your narrative to two pages per Mandatory Technical Qualification and Executive Core Qualification. Your experience and resume should explicitly demonstrate the following: MTQ 1:  Demonstrated mastery of human capital management programs, which include designing, developing, and analyzing Departmental level policies using proven mathematical and statistical techniques related to the equitable distribution of human resources; determining and advocating for new personnel requirements and position allocation policies; leading and managing organizational analyses, reviews and human resource utilization studies, long term workforce and succession planning, and an in-depth knowledge of related federal laws and regulations.
