Duties
The United States Space Force (USSF) at Buckley Force Base is searching for a Chief Analyst for Space Based Missile Warning (NH-1515-03 GS12 / 13 equivalent).
Description:
The 17 TES Det 1 Chief Analyst (DCA) serves as a technical authority and provides expertise specializing in integrated, operational, and/or developmental test planning, execution, analysis, and reporting of all tests which support the Space Based Missile Warning Enterprise. The DCA advises the 17 TES Det 1/CC providing statistical and scientific technical expertise and guidance concerning test size, scope, methodology, and results. The DCA provides oversight and mentors other analysts and non-technical staff on the development of analytical and/or suitability test products (i.e., briefings, plans, procedures, reports, etc.) IAW established procedures. Recommends solutions/workarounds to ensure sufficient and valid data are available to support system evaluations. Reviews test plans and approves proposed testing procedures. Provides advice and assistance in the tasks of data collection, processing, analysis, and management. Evaluates final test reports and comments on the validity of test results and conclusions.
The Ideal Candidate will possess an Operations Research Degree and/or experience. APDP T&E Level II. Experience in space DOT&E oversight operational testing, space sustainment and modernization operational testing, and space system developmental testing. The ideal selection would also possess the following knowledge, skills, and abilities:
1. Professional knowledge and mastery of one or more specialized areas of operations research, computer science, computer engineering, or electronics engineering sufficient to apply new analytical developments, methodologies, and research findings to broad studies of an unprecedented nature.
2. Extensive knowledge and mastery of research techniques and concurrent ability to obtain information concerning subject studies to perform sound analyses.
3. Knowledge of advanced, analytical, mathematical, or statistical theories, principles, concepts, methods, and techniques to provide expert judgments concerning the validity of assumptions made and the criteria to evaluate alternatives.
4. Skill in coordinating extensive projects in assigned areas of responsibility. Projects are characterized by high visibility, unusual urgency, or program criticality.
5. Skill in identifying actual or potential problem areas, trends, and/or similar factors to improve Air Force program operations and management systems.
6. Ability to identify the significant variables and determine their underlying relationships.
7. Ability to use advanced techniques and the modification and extension of theories, precepts, and practices of operations research and related sciences and disciplines.
8. Ability to design, build, and use very complex, sophisticated models to simulate real-world environments of many variables.
Requirements
- A Bachelor of Science degree from an accredited institution in mathematics, computer science, one of the physical sciences, engineering or a closely related scientific discipline is highly desired. Advanced degree(s) are preferred.
- Experience in developmental or operational test and evaluation is desirable.
- Work requires travel away from the normal duty station by commercial and/or military aircraft.
- Must be able to obtain and maintain a Top Secret clearance.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or other holidays.
- This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
- Employee must meet or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
- The APDP level required specifically for this position will be identified locally.
- Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.
- The employee must obtain and maintain the appropriate professional, administrative, and technical certifications as directed by the supervisor and in accordance with agency guidelines.
- This PRD has been classified based on projected duties or new mission requirements. The duties within in this PRD may be reviewed for accuracy after 12 months of Full Operational Capability of organization identified within in this PRD.
- A permanent basing decision for STARCOM is still pending and may require this position to be relocated based upon that decision, as applicable.
- Relocation expenses are not authorized.
