The incumbent serves as full Deputy & the Assistant Chief of the Health Administration Service (HAS) for the VA St. Louis Health Care System (VASTLHCS) at the John Cochran facility, which includes oversight responsibility for Health Information Management & Medical Records. Provides direction & support in both clinical and administrative activities to include, but not limited to, patient administration, medical records, clinical documentation, operational efficiency & employee engagement.

Responsible for assisting the Chief, HAS with the overall planning, development, implementation, direction, control and oversight of activities within the facility including Support Services. In providing such guidance, assures that proper services are made available to eligible and entitled beneficiaries and such services are accomplished with the least delay, from the appropriate source, in the authorized manner, to the benefit of the veteran as well as the VA. Ensures that the multiple functions of HAS meet regulatory and compliance guidelines as well as mandated goals established by the Medical Center, VISN and VHA. Compiles, validates and analyzes data and performance indicators in all areas of HAS. Develops corrective actions and follow-up procedures that ensure achievement and improvement of performance indicators. Directs HAS in broad patient administrative areas, providing resource allocation data and related interpretations for the assessment of the budget and other resources. Assists with design strategies to manage and integrate data on expenditures, cost containment, operational policies, supplies and equipment, overhead and other similar resource factors to identify opportunities for improved business efficiencies. Prepares extensive model analyses and reports on business performance against established parameters. Acts as the delegated approving authority for overtime expenditures. Sets policy for VASTLHCS in HAS areas of responsibility and operating guidelines and communicates policy throughout the system. Works with the Chief, to develop budget proposals for the service, forecasting for the next fiscal year's budget, while maintaining accurate budgetary data on current resources and needs of the service. Performs audits on spending for each section including personnel resources, specialty equipment, supplies etc.
Assists with managing procurement and contracting for section supervisors when required to sustain program requirements. Prepares contract specifications to include complex statements of work and obtains accurate and sufficient data to support continuation or cancellation of contractual obligations through quality monitoring. Establishes and oversees procedures for the receipt, review, and follow-up on requisitions for purpose for Federal and special funds. Initiates and completes modifications by the contractor, completes reconciliation of invoices to timecards for accurate and prompt payment, initiates payment and completes increases and decreases to the financial obligations funding the contract. Prepares contract solicitation packages for submission to the VISN Contracting Office for award of the necessary contract services. Provides advice to management and staff on contracting and procurement policies and issues.
Exercises delegated authority to oversee the overall planning, direction and timely execution of program segments (each of which is managed through separate subordinate organizational units), including development, assignment, and higher-level clearance of goals and objectives for supervisors or managers of subordinate organizational units or lower organizational levels. Exercises sound judgment and makes critical decisions in the absence of the Chief - ensuring decisions remain aligned with goals that have been established by the Chief, the Medical Center director, and VHA overall. Works with clinical and administrative Service Chiefs to ensure that the functions of HAS are integrated with the work of other services. Advises Leadership concerning VHA/VISN 15 and Medical Center policies, procedures, and resource allocation, especially relative to patient administration matters.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ensures that administrative processes are in place to keep service supervisors and clinicians informed of organizational updates, and/or program changes impacting their programs; Provides support in the development of organizational structures i.e assessment and development of new administrative positions and HR actions for staffing to meet administrative operations within the Service; Evaluates spend data and financial reporting, consult management, performance outcomes, continuing care, real-time performance data; Develops recommendations and implements new or modified guidelines, work processes, and operations to improve the effectiveness, efficiency, and timeliness of work; Support position recruitment, management functions such as the development of position descriptions and functional statement; Support the HR related functions of disciplinary actions, employee relationships; Support organizational structure for Time attendance and & Leave units and time keeping oversight and management; Plans, develops, and conducts studies or oversees and participates in the completion of studies to assess current programs and determine long- term program need and strategic plans. These studies involve review, analysis of documentation, procedures, files, records, contracts, costs, directives, forms and both computer-generated and manually retrieved information.
