The Central Arkansas Veterans Healthcare System consists of two inpatient campuses located at Little Rock and North Little Rock, AR. Together, these two permanent housing programs make up the Permanent Supported Housing Independent Living Programs (PSHILP). Both programs support the mission, policies and procedures of the HCHV Program, Central Arkansas Veterans Healthcare System (CAVHS), VISN 16 and VA Central Office. The Housing and Urban Development-VA Supported Housing (HUD-VASH) Program is one component of the Health Care for Homeless Veterans (HCHV) Program, which was the first of three components of the VA Comprehensive Homeless Center. The primary duty assignment for senior social workers serving in a HUD-VASH Lead role is to exhibit clinical leadership in the provision of intensive case management services to Veterans without homes, assisting them in gaining stable housing through the HUD Section 8 Housing Choice Voucher System. In addition to serving as a lead clinician, the senior social worker in this position functions as a Lead for one of the six distinct teams within the HUD-VASH Program, including the: 1) Assertive Community Treatment (ACT) Team; 2) Women & Families; 3) Screening and Orientation; 4) TQI & Newsletter; 5) Housing & Public Engagement; and 6) Rural Outreach and Housing. All lead duties include extensive administrative and strategic planning as well as direct service delivery and team responsibilities. In addition to the HUD-VASH Program, the Homeless Chronically Mentally Ill (HCMI) Program is located at the OTC. While the HUD-VASH Program provides permanent housing support for Veterans who fall within or below the median income limit for HUD voucher assistance, the HCMI-SH Program is available for Veterans who may be above the median income limit but who still can benefit from clinical case management services as well as Veterans who may fall below the median income limit and financially qualify for a HUD-VASH voucher but still do not have adequate inc9me to pay for food or utilities. Veterans are able to use this program when there are no units available that are inclusive of all utilities. These Veterans have clinical issues and can benefit from case management and assistance with accessing high rises, senior living or other forms of subsidized housing. The HCMI-SH Program is a one-person program. The coordinator has total responsibility for doing housing search and for providing housing and case management services to this population of Veterans, who may be above or below the limit for assistance through the HUD-VASH Program. The HUD-VASH or HCMI-SH permanent housing senior social worker is responsible for coordination of case management services for Veterans receiving housing provided through HUD Section 8 housing vouchers or the HCMI-SH Program. HUD-VASH combines HUD Housing Choice Vouchers for rental assistance to homeless Veterans with case management and clinical services provided by the Department of Veterans Affairs 0/A). In either permanent housing role, the incumbent is responsible for providing case management for a caseload of Veterans as well as administrative duties. The senior social worker is responsible for reviewing agreements between landlords, Public Housing Authorities (PHA's) and the VA, in establishing appropriate referral sites for permanent housing placements and in ensuring appropriate service delivery. Work Schedule: Monday through Friday, 7:00 am to 3:30 pm; One tour per week from 10:00 am to 6:30 pm Pay: Competitive salary and regular salary increases. Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Senior Social Worker, GS-12 Experience/Education. The candidate must have at least two years of experience post advanced practice clinical licensure and should be in a specialized area of social work practice of which, one year must be equivalent to the GS-11 grade level. Senior social workers have experience that demonstrates possession of advanced practice skills and judgment. Senior social workers are experts in their specialized area of practice. Senior social workers may have certification or other post-masters training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience in a specialty. Examples of creditable experience include but not limited to independently assess psychosocial functioning, facilitate treatment plan with interdisciplinary team, provide case management and care coordination, links patient with services, resources, and opportunities, conducts assessment of at-risk patient to identify immediate needs, provides interventions independently for patient and families/care giver, provide range of interventions and treatment modalities, and provide consultation to staff about psychosocial needs of patients. Resume must include hours per week for work experience credit. Licensure/Certification. Senior social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs: (a) Skill in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family counseling or psychotherapy and advanced level psychosocial and/or case management. (b) Ability to incorporate complex multiple causation in differential diagnosis and treatment within approved clinical privileges or scope of practice. (c) Knowledge in developing and implementing methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes. (d) Ability to provide specialized consultation to colleagues and students on the psychosocial treatment of patients in the service delivery area, as well as role modeling effective social work practice skills. (e) Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area. (KSAs must be clearly reflected in resume under description of duties in order to be found qualified for this position/grade level). Preferred Experience: Prefer candidates with experience working with veterans experiencing homelessness. Considered will be given to persons with experience working with other individuals experiencing homelessness and those with experience working with individuals with mental illness or substance is disorders. Applicants must also be able to drive a government owned vehicle and have the ability to work well with diverse populations. The position is above full performance level, GS-12. Physical Requirements: Light lifting (under 15 pounds), use of fingers, both hands required, walking and standing (up to 8 hours), hearing (aid permitted), independently operate a motor vehicle.
