This position serves as the Social Worker Program Coordinator/Suicide Prevention Program Manager for the Central Arkansas Veterans Health Care System (CAVHS) in Mental Health Service, Little Rock, Arkansas.

Ensures all SPP staff and vacant positions are entered in the VHA Support Service Patient Centered Management Module (PCMM), reported to OMHSP monthly, and collaborates with MHS PCMM coordinator to ensure PCMM is up to date. Ensures all aspects of the SPP adhere to the National Strategy for Preventing Veteran Suicide (2018-2028) and program elements placing dual emphasis on community-based prevention and clinically based interventions. Develops reporting structure and systems for data tracking and evaluation for all elements of the Suicide Prevention program including but not limited to reporting adverse events, heads up messages and issue briefs, suicidal behavior, gestures and completion data, OIG Responses, Action Items, Joint Patient Safety Reports, White House Inquiries, Patient Advocate Tracking System (PATS), Congressional responses, Comprehensive suicide risk assessment completion data and patient record flags. Ensures follow up is provided on consults received from the Veterans Crisis Line (VCL) (within 24 business hours) to assure timely access to care and follow-up for patients in crisis. Ensures SSP representation on facility Root Cause Analyses teams, Postvention peer review committees, High Reliability Organization rapid response workgroup, CAVHS Overdose review committee, Governors Challenges, Mental Health Summits, and Community events. Represents the Suicide Prevention Program at CAVHS and community functions. Serves as the primary advisor and Subject Matter Expert to Mental Health. Ensures access to clinical and administrative consultation regarding suicide prevention for VA health care providers. Assists in planning, establishing, and implementing policies and procedures related to suicide prevention activities and requirements. Develops and implements methods for identifying, monitoring, and following High Risk Patient populations. Develops and monitors service delivery mechanisms for managing the care of high-risk Veterans. Ensures that SPP Outreach and Awareness requirements are met for Veterans and communities. Has overall responsibility for the facility Recovery Engagement and Coordination for Health Veterans Enhanced Treatment (REACH VET) program. Serves as the point of contact for facility risk management and quality management teams. Manages all aspects of the CAVHS Community Engagement and Partnership Coordinator program. Serves as the primary liaison/subject matter expert for the Arkansas Governor's Challenge. Ensures all CAVHS staff are provided suicide prevention education. Plans work, analyzes, and uses data from VSSC and other VA databases to ensure SPP staff are succeeding on appropriate performance measures and monitors related to suicide prevention. Plans work to be accomplished by team members, sets, and adjusts short term priorities and prepares schedules. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Qualifications

Basic Requirements: Citizenship: Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Grandfathering Provision: May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Social Worker (Program Coordinator), GS-13: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Experience and Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. (1) Skill in coordinating and implementing one or more specialty program(s), across the facility. (2) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. (3) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (4) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (5) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (6) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. (7) Knowledge of organizational structure and impact on program operations. Preferred Experience: Experience with managing the substantial administrative requirements of the CAVHS Suicide Prevention team, including the delivery of timely patient care, suicide risk assessments in a multitude of settings, overseeing daily operations including preparation of facility and VISN level reports, fiscal controls, program evaluation in terms of identification of Veterans with high risk for suicide, customer satisfaction and outcomes.
