The Tibor Rubin VA Medical Center in Long Beach, CA is looking for one (1) Program Specialist for the Spinal Cord Injury (SCI) Department.
Duties
MAJOR DUTIES:
Collaborates with providers to enhance marketing materials for long term health and wellbeing of Veterans.
Develops operational plans and policies necessary to achieve health education objectives and services for the SCI/D population.
Provides guidance to agencies and organizations in the assessment of health education needs, and in the development and delivery of health education programs for the SCI/D population.
Meets and exceeds the needs of customers while supporting VA missions. Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner.
Provides the customer with information according to established policies and procedures.
Handles conflict and problems in dealing with the customer constructively and appropriately.
Completes projects, evaluations, reports, or recommendations are reviewed by the supervisor for compatibility with organizational goals, guidelines, and effectiveness in achieving intended objectives.
Contributes to the improvement of patient care delivery by providing seamless outreach to veterans in the continuum of care and to improve the quality and timeliness of care to the veteran population.
Utilizes critical thinking skills to make informed decisions in critical moments and important projects.
Collaborates with national SCI/D program office, the Paralyzed Veterans of America (PVA), Other Veterans Service Organizations (VSO), Local, and VISN Executive Leadership teams to maximize Outreach Effectiveness and Coordinate, ever improving, Outreach Events, securing resources at as little cost to VALB SCI/D.
Provides guidance to agencies and organizations in the assessment of health education needs, and in the development and delivery of health education programs for the SCI/D population.
Maintains a close working relationship with various Business Office Program officials, VISN Staff, other VISN facilities, Service Line Managers, Service Chiefs and Supervisors, and employees throughout the Medical Center.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 level . For a GS-11 position you must have served 52 weeks at the GS-09 level The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing administrative and financial support; Demonstrate expert level understanding of policies and regulations; financial management and customer service.. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and 2 full years of progressively higher level graduate education leading to such a degree.
For the GS-11 level you may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing administrative and financial support; Demonstrate expert level understanding of policies and regulations; financial management and customer service.. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement). Note: (TRANSCRIPTS REQUIRED). OR,

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, but there are modest physical demands of mobility, stooping, bending, reaching, and carrying items weighing up to forty pounds. Duties require lifting and carrying computer equipment such as monitors and printers. The work often requires intensive concentration. Mobility is required not only for travel between work areas within the medical center, but also for national trips to other locations, meeting sites, and professional conferences. It may be necessary to work weekends or other tours or irregular tours of duty.
