This position is located in the Small Business Administration, Office of Human Resource Solutions - OHRS in Washington, DC. This position supports the full spectrum of human resources (HR) programs in OHRS through highly skilled professional work to include psychological principles and research methods, analysis and presentation of specialized HR program data where they are professionally responsible for the soundness and validity of their recommendations, reports, and services.

Duties

Collects and assists in human capital data analysis projects. Develops and implements a multi-level evaluation process to collect and analyze program data, including survey design, focus groups, interviews, and data analysis. Serves as staff level advisor, providing expert technical advice and assistance to program managers, and operation HR office within the Small Business Administration (SBA). Effectively and convincingly communicates both orally and in writing information about a variety of human capital programs with senior management, all management staff levels, and program officials. Supports and develops tools for employee selection/development, organizational assessments and other human capital issues that require the application of new and emerging theories, approaches, and testing methods.

Qualifications

Basic Requirements: Degree: Major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below: Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required. Counseling psychology: For positions at grades GS-9 and above, satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required. AND In addition to meeting the Basic Requirements, applicants must possess specialized experience to qualify for this position. For the GS-14: One year of specialized experience equivalent to the GS-13 level in the Federal service, which includes: Implementing and managing human capital programs to include human capital program evaluation and HR Stat; and Developing program evaluation studies to support selection programs and human capital programs; and Developing communication and training materials to engage the workforce and improve employee engagement. AND Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. Experience with data analytic tools and software such as Tableau, R, and PowerBI. Experience using data visualization techniques to improve evidence-based approach to HR management. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. All qualification requirements must be met by 11:59 pm (Eastern Time) on 04/01/2024.
