This developmental position is located in the Prosthetic & Sensory Aids Service at the Michael E. DeBakey VA Medical Center, Houston Texas. The primary purpose of this position is to manage the full spectrum of administrative responsibilities includes but not limited to budget monitoring, strategic planning, workload and program data analysis; preparation of a variety of correspondence; customer service and support.

Duties

Acts as the liaison with the human resources office concerning personnel related matters within PSAS. Provides advice and assistance to the staff concerning VA and agency personnel processes and procedures. Reviews, analyzes, and interprets incoming correspondence, recommends appropriate action, or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints, and work priorities. Develops routine plans or schedules using standard references and existing information. Acts as the customer service liaison in the service, handles and maintains communication with veterans, PSAS staff, VISN Prosthetic Manager, facility leadership, and service organizations. Manages and/or prepares responses to correspondence. Develops and implements a correspondence suspension system to track and control all incoming correspondence and actions documents. Develops and implements a filing system in accordance with VHA records management and Records Control Schedule. Schedules regular and special meetings, using knowledge of program events to determine need and timing. Researches and/or analyzes problems, administrative issues, or specific program requirements. Tracks and analyzes trends of facility's Prosthetics purchasing, workload and workflow efficiency performance. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the Agency. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: identifies, develops, and implements new or cutting-edge programs, processes, or strategies; uses performance reports, improvement tools, and research-based evidence to identify opportunities for quality improvement and manage risk; experience as a Contracting Officer Representative; develops and implements filing system in accordance with records management; utilization of Prosthetic databases (i.e., ProClarity, APAT/APAR, IFCAP, National Prosthetics Patient Database) to gather data for analyses). Note: This experience must experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Bachelor's degree. OR, Superior Academic Achievement (SAA): Applicants may also meet the qualification requirements for this position using SAA. You must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: Rank in the upper one-third of your class in the college, university or major subdivision; A grade-point average of "B" or better (GPA of 3.0 or higher out of a possible 4.0) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; A grade point average of "B+" or better (GPA of 3.5 or higher out of a possible 4.0) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There are no special physical demands.
