This position is located in the Pension Benefit Guaranty Corporation's (PBGC), Office of General Counsel (OGC), General Law and Operations Department (GLOD). The candidate selected for this position will:

Requirements

  • You must be a U.S. citizen
  • You may undergo a personnel security background investigation
  • Selective Service registration required for male applicants, unless exempt
  • 1-year probationary period required unless met during prior Federal service

Qualifications

All qualification requirements must be met within 30 days of the announcement closing date. To meet the minimum qualifications for this position, you must meet the specialized experience qualifications and/or education for the grade at which you are requesting consideration. GS-09: Specialized Experience: Applicants must have at least one year of specialized experience at the GS-07 grade level in the Federal service or equivalent to the GS-07 grade level in the private sector performing appeals analysis, preparing written analysis, outlining issues, and recommending case disposition to Appeals Board members, the Appeals Division manager and others for consideration and adjudication of appeals submitted by various parties such as pension plan participants, beneficiaries, and employers disputing initial benefit determinations. Examples include: obtaining information needed for case disposition through research, investigation, and consultation with agency officials, appellants, and former plan administrators; reviewing appellant data; responding to inquiries about appeals; and performing analyses to resolve appeals. OR Successfully completed a Master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.  OR  A combination of successfully completed graduate level education and specialized experience may be used to meet total qualification requirements as described above. GS-11: Specialized Experience: Applicants must have at least one year of specialized experience at the GS-09 grade level in the Federal service or equivalent to the GS-09 grade level in the private sector analyzing appeals and recommending case disposition of benefits entitlement to stakeholders responsible for the consideration and/or adjudication of appeals by conducting research and preliminary review of assigned appeals cases to determine issues involved and action needed.  Examples include: Obtaining information needed for case disposition through research and investigation, reviewing policy interpretations, appeals precedents, appellants’ data, computations, audit reports, actuarial calculations, and accounting, and consultation with stakeholders. OR Successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR  A combination of successfully completed graduate level education and specialized experience may be used to meet total qualification requirements as described above. NOTE: You may qualify for this position based on experience, education, or a combination of both WRITING SAMPLE: Each applicant must submit an original sample of their written work that is at least two pages in length and does not exceed ten pages in length (double or single spaced). The writing sample should normally be from work done in a prior job or educational institute. Redactions of client names, addresses, or account numbers are expected in such submissions. We will not use your writing sample to determine your qualifications; however, your writing sample will go to the Selecting Official along with your resume if you are referred. If you do not submit a writing sample, your application will be considered incomplete, and you will not receive further consideration for this position. Time-In-Grade Requirement: In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service). This information must be in both your resume and on an SF-50.  Those who do not provide proof of having met the time-in-grade requirement will be deemed ineligible for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Education

GS-09: To qualify for this position based on education you must possess one of the following:

a Master's or equivalent graduate degree;

OR

2 full years of progressively higher level graduate education leading to such a degree

OR

An LL.B. or J.D., if related.

GS-11: To qualify for this position based on education you must possess one of the following:

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree

OR

LL.M., if related

You must submit a copy of your transcripts to support your claim.
