This position serves as a Management and Program Analyst in a state office providing oversight and coordination of a full range of administrative and business management functions in support of the Rural Development (RD) mission.
THIS IS NOT A REMOTE POSITION; THE SELECTEE WILL REPORT TO THE OFFICE AS LISTED.
Duties
Assists in determining office effectiveness and efficiency in accomplishing goals and management initiatives and in executing and implementing administrative management actions that support the objectives of the organization to which assigned.
Collaborates with program directors to monitor management initiatives, strategic plans, and organizational objectives and program goals.
Works with a Administrative Officer (AO) on the developing a strategic vision for annual goals and long-range plans of operations throughout all organizational units.
Assists in analyses of various administrative related data to determine efficiencies, historical trends, and weaknesses.
Coordinates with other offices on such administrative requirements as information technology management, oversight activities, civil rights data collection, travel arrangements, and other duties as assigned.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS-07 Grade Level : Applicants must have 1 year of specialized experience equivalent to at least the GS-05; or its non-Federal equivalent that demonstrates: Experience assisting with providing oversight for a full range of administrative and business management functions in support of the organizations mission, including but not limited to, purchasing, human resources, travel, fleet, leasing and personal property, Freedom of Information Act requests, records management, and information system accesses; participates in conducting studies of organizational efficiency; providing basic recommendations for improving methods/process; OR Completion of one full academic year of graduate education OR Bachelor's degree with Superior Academic Achievement (SAA)* . Equivalent combination of education and experience are qualifying at this grade level.
For the GS-09 level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-07 grade level; or its non-Federal equivalent that demonstrates: Experience working with internal colleagues and external vendors to satisfy administrative requirements related to purchasing, budget, human resources, travel, fleet management, leasing and personal property, Freedom of Information Act requests, records management and information system accesses; Assisting with gathering data; conducting research; administering and tracking program requirements; participates in conducting studies of organizational efficiency; providing basic recommendations orally and in writing for improving methods/processes.; OR master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. Equivalent combination of experience and education are qualifying at this grade level.

1. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses.
2. Grade-point average - Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed bases on 4 years of education, or as computed based on courses completed during the final two years of the curriculum; OR 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
