About the Position: This position is with the US Army Corps of Engineers, Institute for Water Resources (IWR).
This position will be filled on a permanent basis. This is not a remote position.
Duties
Track contracting actions from receipt of files to close out of contract to assist Project Managers in individual contract management under Project Manager’s areas of responsibility.
Act as an Alternate Contracting Officer Representative (ACOR), on contracts within the simplified acquisition threshold to assure award of contract and deliverables have been met so payment can be made.
Review and comment on Performance Work Statements (PWS) to assure they contained all necessary administrative information, such as; background material; well-defined tasks; and, deliverables and schedules, before submitting to a contract specialist.
Track Request for Personnel Actions (RPA's) from receipt of request to completion to assure the action(s) have been completed in the requested time frame.
Assist in the preparation of the Manpower Manning Document/Integrated Manning Document (MMD/IMD) to assure the office stays within its allocated space.
Communicate orally and in writing, with supervisor and Project Managers on overall status of contracting, individual contracts, human resource and conference actions to assure the request is completed within supervisor requested time frame.
Provide an understanding of changing procedures and policies to supervisor to assist with keeping administrative office practices up to date.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Assist with the implementation of administration and performance contract issues, such as; billing issues, quantity and quality of services provided, and compliance with performance measures; 2) assist Chief of Command on all personnel matters to include recruitment, performance management, and career program training requirements; 3) conduct studies involving manpower, personnel and contracting needs; and 4) brief Administrate Officers, Chiefs, and Senior Project managers on contract plans and milestones. . This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year(total graduate semester hours minus 36) by 18. Add the two percentages.
