The Transportation Assistant serves the Health Administration Services, Veterans Affairs VA Hudson Valley, Veterans Administration, Department of Veterans Affairs, Castle Point, NY. The Transportation Assistant arranges travel for veteran beneficiaries and non-employee and non-employee attendants in accordance with existing VA regulations.
Duties

Duties include but may not be limited to the following:
Beneficiary Transportation Support Work:
Arranges travel for veteran beneficiaries and both employee and non-employee attendants in accordance with existing VA regulations.
Travel is by means of contract ambulance, ambulette, taxi or hired car, station vehicle, or common carrier.
Maintains current bus, train, and air schedules and fares and provides information to the traveler.
Coordinates all medical supplies, administrative paperwork, blood, etc. between the Community Based Outpatient Clinics and the main facilities.
Determines eligibility for those seeking VA transportation in accordance with existing VA rules, regulations and facility policies.
Schedules trips coordinated with beneficiaries and/or hospital personnel in advance when possible.
Acts as liaison between contract ambulance service and this hospital.
Keeps supervisor and Supply Service informed regarding problems with contract ambulance service if employee's own efforts towards resolutions have been unsuccessful.
Budgetary Controls:
Administers the Beneficiary Travel function and assumes total responsibility for budgetary controls.
Operates budget is over nine hundred thousand dollars.
Maintains information for and prepares budgetary and statistical reports.
Utilizes the Integrated Funds Control, Accounting, and Procurement (IFCAP) system to enter and monitor expenditures.
Examines all vouchers submitted by transportation vendors to determine prior authorization and if mileage and fees charged are correct in accordance with contracts and mileage guides.
Reconciles vouchers against authorizations for accuracy prior to preparing certification for payments.
Investigates vouchers submitted by transportation vendors on which there was no prior authorization to determine possible extenuating circumstances justifying authorization of payment.
Transfers:
Coordinates all travel arrangements for veterans being moved to or from other hospitals or nursing homes, including special program arrangements such as Visual Impaired etc.
Contacts the attending physician regarding the need to send medical records, consult. x-rays, etc.
Ensures that veterans do not leave without necessary records; on the other hand, if a patient is referred to this facility without records, employee immediately makes telephone contact with the referring facility regarding the need for records.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.

SPECIALIZED EXPEREINCE GS-5: Having one (1) year of specialized experience that equipped you with the knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to the position to be filled. To be creditable, this experience must have been equivalent to at least the GS-4 level in Federal service. Specialized experience includes having knowledge and skills in eligibility rules and regulations is required in order to provide patients with a comprehensive understanding of their entitlements to the Beneficiary Travel Program; comprehension and application of an extensive body of transportation regulations, methods and practices to perform a wide variety of interrelated or nonstandard transportation support assignments and resolve a wide range of problems; ability to organize and maintain documentation and records supporting beneficiary travel reimbursements and vendors payments; validation, control and maintaining accounting records for many travel accounts and make frequent dollar amount adjustments of those accounts; ensures compliance with procedures for obligating travel funds; reviews process to make determination on ambulance bills, and if the request for payment is legitimate or not; having a thorough understanding of medical terminology, regulations and manuals related to the administration.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-5: Having successfully completed four (4) years of education above the high school level in any field This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university for which high school graduation or the equivalent is the normal prerequisite. One (1) year of full-time undergraduate study is defined as thirty (30) semester hours, forty-five (45) quarter hours, or the equivalent in a college or university or at least twenty (20) hours of classroom instruction per week for approximately thirty-six (36) weeks in a business, secretarial or technical school. (TRANSCRIPT REQUIRED)

COMBINATION OF EDUCATION AND EXPERIENCE GS-5: Applicants must have the equivalent combinations of successfully completed post-high school education and experience to meet total qualification requirements at the GS-5 level. (TRANSCRIPT REQUIRED)

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
