This position is located within the Health Administration Service at the Castle Point VA Medical Center in Wappingers Falls, NY. The Transportation Assistant arranges travel for veteran beneficiaries and both employee and non-employee attendants in accordance with existing VA regulations. Travel is by means of contract ambulance, ambulette, taxi or hired car, station vehicle, or common carrier.
Duties

The major duties include but are not limited to:
Maintains current bus, train, and air schedules and fares and provides information to the traveler;
Determines eligibility for those seeking VA transportation in accordance with existing VA rules, regulations and facility policies;
Maintains log of ambulance orders for control and billing purposes;
Prepares forms for authorization and invoices for ambulance trips;
Reviews all available source documents to make a determination regarding the veteran's entitlement to travel at government expense;
Advises members of clinical staff of the criteria for other than public transportation and reviews medical records to ensure that the need for special travel is documented;
Exercises responsibility for authorizing travel;
Serves on Medical Center inspection team to go to the ambulance company and personally inspect vehicles, licenses, etc.;
Ascertains any special needs of patients (such as restraints, additional attendant, etc.) and advises ambulance company;
Maintains resource files on available car services;
Utilizes local transportation rates and refers to maps and similar guidance in determining mileage allowance;
Arranges, on occasion, long distance trips by train, bus or commercial aircraft;
Prepares monthly fiscal obligation documents and estimates future funds that will be required;
Maintains accurate records on expenditures;
Coordinates all travel arrangements for Veterans being moved to or from other hospitals or nursing homes;
Prepares budgetary and statistical reports;
Reconciles vouchers against authorizations for accuracy;
Utilizes computer program to enter and monitor expenditures; and
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position at the GS-5 grade level, you must meet at least one of the following qualification requirements:
EXPERIENCE: At least one (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the Transportation Assistant position, and that is typically in or related to the work of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-4) in the Federal service. Specialized experience includes all or most of the following experience: determining eligibility for benefits, coordinating travel arrangements, processing reimbursements, and managing funds within budget. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.

EDUCATION: Successful completion of four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. NOTE: Transcripts must be submitted with your application. Education cannot be credited without documentation.

COMBINATION: An equivalent combination of successfully completed post-high school education and specialized experience as described above may be used to meet total experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. NOTE: Transcripts must be submitted with application. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates.
