This position is located on the Lyndon B. Johnson Forest Service Job Corps Civilian Conservation Center in Franklin, NC.
The incumbent of this position serves as a member of the Center Director's Management Team with responsibility for providing program direction and guidance in administration and overall supervision of the Center's residential living and recreation programs.

Duties
Ensure that actions taken in dealing with students fully conform to established standards.
Plan and implement a program that supports and contributes to the social, educational, and career development objectives of those involved in the program.
Coordinate the residential living programs with other components of the Center.
Organize and plan a program of work involving residential living and recreation.
Supervisory Duties (25% or more of the time).
Requirements

- This is a Test Designated Position. You will be tested for illegal drugs prior to appointment and randomly thereafter. Appointment and continued employment is conditional on negative results.
- Subject to 1 year supervisory probationary period (unless prior service is creditable). New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.

Qualifications

Specialized Experience Requirement:
For the GS-11:You must have one year specialized experience equivalent to the GS-10 in the Federal service.
Specialized experience is defined as most of the following: assisting with the organizing, coordinating and supervising of a comprehensive residential living program ensuring a safe, healthy atmosphere; providing guidance and leadership to the residential living activity; modifying, adapting, expanding or otherwise changing plans and procedures for such activities as new and/or changing developments require; evaluating the effectiveness of ongoing resident living activities from the standpoint of student response and behavior, unforeseen developments and program objectives.
OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.,(coursework must be directly related to the position being filled such as social behavior, human behavior, psychology, or health care.)
OR
An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester/54 quarter hours leading to a Ph.D.) with courses in social behavior, human behavior, psychology, or health care. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
In service applicants can qualify with at least one year at either the next lower grade level (GS-10), or the second lower grade level (GS-9). There are no GS-10 positions in the normal line of progression in the Job Corps organization; one year of specialized experience at the second lower grade level (GS-9) will be creditable for in service applicants. For outside applicants, one year of specialized experience equivalent to at least the next lower grade level (GS-10) is required.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
