The United States Space Force (USSF) 30th Civil Engineer Squadron at Vandenberg Space Force Base, CA is searching for a Community Planner (NH-0020-02, GS 5/11 Equivalent).
Description:

Do you want to work hand-in-hand with civilian and military counterparts to build an executable vision for the future? The Community Planner role offers the incumbent a unique opportunity to work with a diverse set of stakeholders to gather requirements and develop solutions that shape the built environment to meet mission needs. The Community Planner at Vandenberg Space Force Base (VSFB) will oversee long-range development plans and will ensure compliance of construction efforts to our long-range development goals. The incumbent will support VSFB's goals to become the Spaceport of the Future while ensuring compatible development and a high quality of life for all users of the installation.The ideal candidate will possess a combination of experience and education in the Urban and Regional Planning field. Experience and training may be gained through coursework, paid/unpaid work, or a degree in the Urban and Regional Planning major. Compatible experience and skills include: Professional knowledge of community planning concepts, principles, theories, regulations, and methods necessary to identify and inform investment strategies for the repair, maintenance, sustainment, and development of installation facilities and infrastructure; Knowledge to gather, assemble, and analyze facts; draw conclusions; devise solutions to complex planning problems that require interpretation or extension of policy guides and substantial modification of techniques and procedures; and Skills in communicating orally and in writing with clarity, conciseness, and persuasiveness and the ability to relate the effect of community planning decisions on the mission and goals of an installation.
Key Skills and Abilities:
1. Knowledge of community planning concepts, principles, theories, regulations, and methods to identify community needs and develop and maintain an Installation Development Plan and supporting programs.
2. Knowledge to gather, assemble, and analyze facts; draw conclusions; devise solutions to complex planning problems that require interpretation or extension of policy guides and substantial modification of techniques and procedures.
3. Knowledge of automated systems and programs such as CADD, GIS, project tracking, and other software programs.
4. Skill in communicating orally and in writing with clarity, conciseness, and persuasiveness and the ability to relate the effect of community planning decisions on the mission and goals of an installation.
Requirements
- Must be a U.S. Citizen.
- This position is eligible for telework. Employee must reside within commuting distance of worksite.
- Incentives are authorized. PCS in not authorized.
- The work may require the incumbent to obtain and maintain the appropriate security clearance.
- A significant background of practical experience as well as a thorough grasp of theory to identify and define the nature and scope of obscure problems is required.
- Experience in a specific area of planning (e.g., Planning Law, Spatial Planning, Transportation Planning, Land Use Planning, Environmental Planning) is typically required.
- A degree in urban planning, community or regional planning, architecture, economics or a related field is highly desirable.
- Promotion potential may be authorized depending upon position being filled.
- Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
