The Syracuse VA Medical Center has 1 vacancy for a Supply Technician (EX) for the Medical Supply Distribution within Logistics Service and supported catchment area. As a Supply Technician, you will provide service lines and other hospital facilities with equipment and material.

Duties

Major duties include but are not limited to: Reviews existing stock and manufacturers' catalogs, manuals and listings to obtain substitute or interchangeable items to supply in lieu of items requisitioned. Communicates with customers and vendors to obtain information regarding availability and functionality of non-expandable equipment and supplies. Provides guidance to customers on identification of material through research of original equipment manufacturers part catalog for part numbers, descriptions, and size of parts needed. Processes applicable catalog update transactions in accordance with current published procedures. Periodically, reviews assigned manufacturers code and part numbers for continued validity and takes necessary action to update, delete, or dispose of in accordance with published guidelines. Interacts with clinical and administrative customers to ensure issues and needs are identified and either resolved or escalated to supervisors or Inventory Management Specialists as needed. Communicates to the lead or supervisor any concerns related to supplies, equipment and procedures, providing information as needed orally or in writing regarding customer or external stakeholder issues, general telephone inquiries and visitor referrals. Coordinates drop-off of new or transferred equipment and pick up of turn in equipment; scanner pick up and drop off for annual Electronic Inventory Listing (EIL) inventory; and delivery times and area with contractors and vendors with other VA activities, contractors or manufacturers through personal transactions. Reviews numerous computer output listings in the performance of research and identification of supplies as well as prepares system inquires and interpret the responses. Receives non-expendable equipment and material into the VA Health Care System and supported catchment area. Unpacks/uncrates supplies from shipping cartons and properly scans, bar codes, and stores supplies and material. Stores items in accordance with established guidelines, utilizing a computerized inventory system, to ensure integrity of the supplies and material and the data integrity of the inventory management system. Distributes items according to established or ad hoc requirements in computerized inventory management system. Delivers equipment in a timely and accurate manner, ensuring equipment and material delivered are in operational condition. Processes receipt and turn-in transaction to record in the equipment system of record and account for incoming materiel. As needed, assists in other functional areas of the Section and performs other duties as assigned. Work Schedule: Monday through Friday from 8:00am to 4:30pm Telework: Not available. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, .04/08/2024 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Practical knowledge of standard supply management procedures to perform work involving inventory and excess material management. Knowledge and ability to interpret policies, procedures, manuals, and regulations pertaining to supply/ inventory management and federal acquisition systems. Knowledge of an automated inventory system to to monitor issues and receipts in support of equipment accountability processes. Analytical ability to define and recognize problems, to collect applicable data and made recommendations for a solution. Knowledge of computers and Microsoft Office software programs such as Microsoft Word and Excel, sufficient to enter information and manage supply inventory. You will be rated on the following Competencies for this position: Analysis and Problem Solving, Attention to Detail, Communications, Technical Competence, and Technology Application Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires standing and walking during the entire workday, and frequent reaching, bending and lifting of supply packages (occasionally weighing as much as 50 pounds). With proper assistance, moves heavier items weighing over 40 pounds. This level of physical demands occurs, for example, when employees are regularly assigned to activities such as tracing misplaced items or conducting physical inventories in warehouses, and other storage areas, or when they are regularly involved stocking and retrieving items form shelves and cabinets.
