The incumbent will ensure that supplies and material are distributed to all area serviced by Logistics. Responsible for directing, supervising and managing the primary inventory point that receives stores and issues supplies and material. Supervises a team of supply technicians in the distribution are to proved supplies and material to the VA Health Care System and supported catchment area.

Duties

Analyzes and develops procedures to resolve gaps specificity or conflicts in guidelines consistent with supply program objectives and recommends/implements changes to current processes and procedures to improve the effectiveness of supply distribution. Ensures the monitoring of expiration dates, rotating stock to limit outdates and removes items from use as required by outdates. Oversees the performance of daily inventory of primary and secondary inventory points using bar coding equipment on a predetermined schedule that will allow for timely replenishment orders. Ensures items are delivered in a timely and accurate manner and in sterile and operational condition. Ensures proper handling and safeguarding of unique supplies and special purpose items within the Laboratory, Research and Specialty Medicine and Surgical areas including patient specific items. Plans work to be accomplished by subordinates, sets and adjusts short term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Gives advice, counsel, or instruction to employees on both work and administrative matters. Serves as the rating official on evaluations, recommends awards or bonuses for personnel and changes in position classification. Assesses the training needs of various groups and individuals and develops, conducts and evaluates the effectiveness of training plans, sessions, and materials. Works with vendors, contractors, managers, supervisors and staff throughout the medical center and from other agencies on logistics issues. Maintains effective interpersonal relationships with peers, subordinates, inter-service staff and others by dealing with operational priorities of the service and other areas affected by Logistics. Maintains close contact with service lines to ensure that critical or urgent requests are processed timely and support both expected and unexpected requirements. Provides assistance and educates customers in utilizing local logistics policies and procedures. Makes sound recommendations concerning standard commercial items and other associated terminologies for effective procurement actions. Ensures items are distributed according to established or ad hoc requirements using the generic inventory package (GIP). Utilizes a computerized inventory system to ensure sterility and integrity of the supplies and material and the data integrity of the inventory management system. Oversees the computerized inventory management systems and recalls to ensure outdated or otherwise compromised supplies and material are removed from usage area. Develops, catalogs data, levels and replenishment needs for new items, plan requirements, while ensuring both quality and quantity measures are met, and to expedite delivery of urgently needed items. Completes computer-generated inventory item picking lists and uploads verified data into the inventory management system; monitors and adjusts issue multiples, units of issue, and ability to apply unit conversion factors accurately, and ensures each item has an IMF number. Analyzes new policies to determine the extent of their influence upon other policies and procedures and whether such effects have an adverse impact on the overall regulatory and policy objectives of the Logistics program. Independently analyzes and resolves difficult issues and problems in order to plan effectively and render equitable and reliable decisions. Conducts market research on all new products and must create IMF numbers for those products entered into the automated inventory system. Analyzes several reports in order to manage and control the fund control points limitations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must possess one (1) full year of specialized experience equivalent to the GS-6 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Supervisory Supply Technician (Medical) position. Specialized experience includes: planning and coordinating work to be accomplished by other staff; establishing priorities for a department; overseeing the receipt and distribution of supplies and materials for a complex medical center; maintaining stock at inventory locations; monitors expiration dates; ensure supplies are delivered timely; training new employees and answering questions on local processes and procedures; ensuring proper storage of supplies and materials; resolving problems and providing guidance to others on logistics activities; and making recommendations on improvement of wok production and quality of work. Physical Requirements: Work is normally accomplished within a supply office and supply distribution points with the majority of time utilizing the automated inventory system for inventory management, processing orders, distributing supplies, conducting physical inventories in the warehouse and various supply points.
