This position is for the Director of the Office of Port Infrastructure Development in the Office of Ports & Waterways, Maritime Administration (MARAD).

Duties

The Port Infrastructure Development Office is a mission-critical program that administers the statutory authorities to assess and assist in the development of ports, terminals, waterways, and transportation networks. The Office supports efforts by ports and industry stakeholders to improve facility and freight infrastructure to ensure our nation’s freight transportation needs, present and future, are met.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience planning, directing, and managing local, state, or federal programs as they relate to transportation infrastructure, such as ports. Experience managing grants for infrastructure capital, planning, or operations projects. Experience overseeing or supervising staff to achieve program and/or project performance goals and objectives KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Planning and Evaluating - Organizes work, sets priorities and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Grants Management - Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals and awarding and administering grants and agreements.
