Duties

Responsible for overall management of DMWR NAF Support Division. Provides policies and guidance to ensure attainment of the division established objectives. Performs as the liaison and coordinates programs with AAFES and other garrison agencies. Provides leadership and supervision. Communicates mission and organization goals to subordinates. Applies knowledge of programming, planning, budgeting and long-range MWR resources. Maintains accounts. Establishes current and long-range programs. Directs, develops, and administers plans and procedures; ensures functions are carried out in accordance with governing laws, policies, regulations, and professional standards of service. Directs and develops finance and accounting operations. Reviews and evaluates progress of program plans. Prioritizes programs and projects in terms of user needs and affordability. Analyzes statistical variance data and budget reports. Measures established program performance standards. Observes and evaluates subordinate activity for effectiveness of leadership and operation. Meets with program/activity managers, coordinates the implementation, and approves plans to meet the garrison objectives and goals by functional area. Maintains liaison with off-installation civilian and/or military related social and special service-related organizations. Serves on a variety of activity councils to keep informed of operations and/or to coordinate programs and requirements. Performs other duties as assigned.

Requirements

  • Satisfactorily complete an employment verification (E-Verify) check.
  • Satisfactory completion of pre-employment background checks in accordance with AR 215-3, para.2 to include a Tier 1 background investigation.
  • Incumbent must file a Confidential Statement of Affiliations and Financial Interest in accordance with the requirements of AR 600-50.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R.

Qualifications

Minimum Qualification Requirements: Work Experience directing/managing one or more DMWR Support Management programs for a Garrison, or similar civilian community, for at least one year. Knowledge of programming, planning, budgeting, and long-range planning. Highly Preferred: In order to meet Highly Preferred you must first meet all Minimum Qualification Requirements. Three (3) years of supervisory experience managing Non-Appropriated Fund (NAF) civilian personnel. OR Three (3), or more, years of experience with Non-appropriated Fund (NAF) budget planning and execution to include Capital Purchase and Minor Construction. OR Three (3), or more, years of experience with NAF procurement, NAF financial management, personnel management, and inventory control. OR At least one (1) year of work experience directing/managing one, or more, DFMWR NAF Support Services (Marketing, Financial Management Branch, MWR IT Support, etc.) programs. **If providing a resume, the information provided on your resume should be clear and specific.
