Program Analyst serves as the lead program analyst/ADPAC for Medical Service/Specialty Care. Performs a wide variety of administrative and support tasks associated with maintaining the work of the subspecialty sections. Includes 14 sections-Including Cardiology, Endocrinology, Dermatology, Gastroenterology, General Medicine, Hematology, Infectious Disease, Pulmonary/Critical Care, Nephrology, Rheumatology, Neurology, Oncology, Respiratory, and Sleep; Endoscopy/Bronchoscopy and Cardiac Cath Lab.

Duties

Identifies, coordinates, and develops training priorities, conducts provider training on Computerized Patient Record System (CPRS) and/or computer programs, educational surveys and administers programs. Incumbent is responsible for organizing and conducting CPRS training for all Medical Service/Specialty Care providers, including Medical Doctors, Nurse Practitioners and Physician Assistant. Provides continued computer/software training throughout the year for medical residents/fellows/students that rotate within the service. Conducts surveys of educational training needs, analyzes information obtained from the survey, and informs the supervisor of potentially controversial findings, issues, or problems with widespread impact. Uses judgment in researching, choosing, interpreting, modifying, and applying available guidelines for adaptation to specific problems, issues or solutions. Prepares project papers and staff reports and and delivers briefings to different program faculty members to encourage understanding and acceptance of findings and recommendations for proper accreditation. Assesses staff education needs related to information technology and initiates/leads implementation of program or service practice changes. Collaborates with education, OI&T and other relevant services/programs on the development, delivery and evaluation of educational programs related to information technology and computer applications. Creates course objectives, training materials and evaluation tools for client specific training classes on CPRS, and all other programs/software/systems as requested. Responsible for courses covering advanced technically systems or subject matter areas that are not standardized or pre-structured. Serves as an effective change agent to enhance computer literacy and promote personal development. Leads team building process on task forces or committees and promotes group task accomplishment problem solving, etc. Responsible for working collaboratively with the Service Chief, AO, and providers, in the management of the FPPE/OPPE for Medical Service/Specialty Care. Work Schedule: 8:00 a.m. to 4:30 p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for adhoc telework at discretion of supervisor. Telework eligibility will be discussed during the interview process. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience identifying, coordinating, and developing training priorities; training users on moderately complex data processing procedures such as scanning documents into patient records using the VISTA Imaging Capture software; providing clinical expertise in implementing improved clinic utilization, monitoring of consults and completion of encounters and other data points necessary for completion and crediting of these services; and managing and organizing information from various VA repositor to present data in reports and presentations to supervisors and managers; OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's Degree. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
