This position is located in the Sector Operations Division, Department of Compact Operations (DCO). Millennium Challenge Corporation.
Although the position is advertised equivalent to GS-15, MCC uses a pay banded system to compensate employees. This position is pay band 3a which is generally equal to GS-15.
Duties
As Director (Gender and Social Inclusion), you will work as part of a practice team led by the Senor Director for Gender and Social Inclusion and with other staff in MCC to strengthen MCC's engagement across sectors in current thinking, approaches, strategies, tools and practices related to gender integration and social inclusion in large-scale international development programs. The Director will:
Ensure that MCC's Gender Policy and related policy and guidance documents are followed throughout the compact process.
Lead gender integration and social inclusion work as a member of the multi-disciplinary MCC team or through providing guidance to junior colleagues engaged with country counterparts to ensure that analyses of social and gender differences and inequalities inform the development and implementation of programs to be funded through the Millennium Challenge Account.
Provide expert advice and counsel on social and gender issues related to data (supply, demand, and technical capacity to use data), policy analysis, consultations, program design, project assessments, implementation plans, monitoring and evaluation of Compact-funded projects and activities.
Develop or supervise the development of terms of reference and evaluate the technical adequacy of project-specific studies and plans such as gender assessments, political economy analyses / stakeholder mapping, human trafficking risk management plans, and gender integration and social inclusion plans.
Provide expertise to develop approaches and terms of reference to monitor, assess and evaluate social and gender performance, outcomes and impacts of MCC-funded projects, including feedback loops that enable learning and adaptation during implementation.
Collaborate with economic analysis and monitoring and evaluation staff to ensure that research design (quantitative and qualitative), data and collection and analyses incorporate gender and other key demographic distinctions.
Provide technical leadership in developing a training and capacity building program on gender integration and social inclusion, as well as other social risk management issues such as human trafficking, and societal cohesion (particularly in vulnerable states).
Represent MCC to senior U.S. Government officials, representatives of foreign governments, and a variety of other stakeholders, both domestic and international. Strengthen external partnerships to enhance attention to gender and other social issues.
Perform related duties as assigned.

Qualifications
To qualify for pay band 3a you must meet the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3b (GS-14) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, this experience is defined as: experience providing guidance and undertaking technical analyses of social and gender issues in international development programs and projects; conducting social and gender assessments including analyzing relevant policy, institutional and socio-cultural factors; leading gender integration and social inclusion related initiatives in international development programs and projects; and developing or supervising the development of terms of reference and evaluating the technical adequacy of project-specific studies and plans such as gender assessments, political economy analyses/stakeholder mapping, human trafficking risk management plans, and gender integration plans. Note: this experience MUST be well documented within your resume or application.
Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to MCC Pay Band 3B or GS- 15 to be eligible for pay band MC- 3A.
