This position is in the Office of the Associate Administrator for Budget & Programs/Chief Financial Officer (CFO), Maritime Administration (MARAD) concentrating on special projects. Acts on specific matters assigned for disposition and may represent the Maritime Administrator in particular situations as required. Makes recommendations and proposals concerning substantive functions of the MARAD having to do with a variety of programmatic and budgetary matters.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience in program management, techniques, including program evaluation, facility management, program development, and budgetary analysis sufficient to perform special research and analyses which would normally require coordination with the work efforts by various offices outside of the office.
Experience in generating and applying new concepts in planning, coordinating, conducting, and evaluating long-range projects or proposals related to the Agency's programs to meet established and anticipated needs of senior agency officials.
Experience with comprehension of sensitive issues, and the importance of tact and diplomacy in dealing with controversial subjects.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of program management, techniques, including program evaluation, program development, and budgetary analysis sufficient to perform special research and analyses which would normally require coordination with the work efforts by various offices outside of the office.
Comprehensive knowledge of the organizational structure of the Agency as it applies to the area of maritime programs and activities sufficient to organize, coordinate, consolidate, and track the activities of all areas under the auspices of the Associate Administrator for Budget and Programs/CFO.
Comprehensive knowledge of interpersonal skills and techniques sufficient to accomplish successful negotiations with a wide range of senior private sector and government officials.
Knowledge of the principles, practices, and techniques processes, including the techniques of oral communications sufficient to provide effective presentations.
