Duties

WHAT IS THE OFFICE OF APPEALS DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Independent Office of Appeals, HQ, Shared Team Admin Redact Support The following are the duties of this position at the full working level. As a team leader, communicates the mission, vision, and values to team members and ensures integration into overall program goals, objectives, strategies, work plans, and products and services. Articulates work assignments, projects, problem areas, significant issues, and deadlines for completion to team members. Identifies, distributes, and balances workload based on established work flow and skill levels. Adjusts complete work assignments based on priorities and/or deadlines. Trains or arranges for training of team members in methods and techniques of team building and working as a team in accomplishing tasks or projects and provides or arranges for specific administrative or technical training necessary to accomplish individual and team tasks. Coaches the team in the selection and application of appropriate problem-solving methods and techniques; provides advice on work methods, practices, and procedures; and assists the team and/or individual members in identifying the parameters of a viable solution. Monitors work in progress and reviews completed work to ensure adherence to program policies/priorities, work methods, quality guidelines, and established deadlines. Identifies any technical deficiencies and arranges for necessary training, including providing classroom training and instruction. Reviewing completed work to see that the manager's instructions on work priorities, methods, deadlines, and quality have been met.

Qualifications

You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience includes: Experience applying Disclosure Legislation, statutes, Internal Revenue Code Section 6103, the Privacy Act, Freedom of Information Act, Taxpayer First Act (TFA), the IRM, and/or other guidelines to effectively deal with the release or non-release of information on requests, and provide technical guidance and direction ensuring proper Disclosure compliance. Assist in conducting case reviews to ensure that proper redaction guidelines are followed. Experience using IDRS to effectively research and respond to basic questions or requests concerning the release of confidential information. Experience with analytical techniques used to resolve technical problems and issues where disclosure statutes and guidelines must be interpreted, and oral and written communication techniques to document case files, assist in the preparation of reports, and meet and deal with taxpayers and other customers. Experience coordinating, coaching, facilitating, and planning in leading a team. Experience identifying, distributing, and balancing workload based on established workflow and skill levels, and adjusting work assignments based on priorities and/or deadlines. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
