The Office of the U.S. Trade Representative (USTR) is a component within the Executive Office of the President that helps Federal departments and agencies implement the commitments and priorities of the President. USTR is seeking candidates for a Supervisory Criminal Investigator position. The incumbent is responsible for the executive protection operations and criminal investigations. Directly supervises a staff of four employees who perform work in support of the USTR Security Program.

Duties

As a Supervisory Criminal Investigator, GS-1811-13, your typical work assignments may include the following: Serve as a Protective Service Detail member, providing personal and executive protection for the United States Trade Representative (USTR), or others designated by the United States Trade Representative, often on short notice. Coordinate activities with external organizations (e.g., FBI, Secret Service, State Department, Foreign Embassies, etc.) in preparation for foreign trips. Conduct site advance preparedness for USTR or others designated by the United States Trade Representative. Conduct administrative security investigations involving the potential for release of sensitive, classified matters involving the United States Trade Representative. Review investigative progress and resolves highly specialized protection issues.

In order to qualify for the Supervisory Criminal Investigator position, you must meet the following: TIME-IN-GRADE REQUIREMENTS: Merit Promotion and Veterans Employment Opportunity Act (VEOA) Status applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply. FOR THE GS-13 LEVEL: Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties: Providing personal and executive protection that involves high-level liaison with domestic and foreign law enforcement officials, and coordination with law enforcement agencies at the local, state, or national level; Evaluating proposed sites and facilities to identify environmental factors and physical conditions posing direct or indirect potential hazards to a client during personal protection events; Conducting administrative security investigations involving the potential for release of sensitive, classified matters involving an organizations or agency; AND Maintaining close proximity to a client at place of work, during travel, and in places he/she may occupy or visit. (Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.) Desired but not required experience: Supervising, managing, or leading a team of law enforcement staff in law enforcement or personal protection operations. Your resume must include detailed information as it relates to the responsibilities and specialized experience for this position. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined above to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. Physical Requirements: May manage, plan, and participate in protective service missions, undercover functions such as surveillance and sting operations. Performance of these kinds of duties require: moderate, to arduous physical exertion involving walking and standing, use of firearms and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Incumbent must possess sufficiently good vision, with or without glasses, in each eye, in order that they may perform the duties satisfactorily. Near Vision, glasses permitted, must be acute for the reading of printed material the size of typewritten characters. The ability of incumbent to hear the conversational voice and whispered speech is required (any hearing impairment may be compensated by use of a hearing aid). Since the duties of the position are exacting and responsible, and involve activities under trying conditions, incumbent must possess emotional and mental stability. Any physical condition, which would cause the applicant to be a hazard to them self or to others, will disqualify them self for appointment. Must qualify to obtain Special Deputation by the United States Marshals Service (USMS), including at minimum: have successfully completed a basic protective services training program (or other FLETC comparable course); and successfully completed an accredited basic law enforcement training program (civilian or military); and having at least one year of previous law enforcement experience. (Must submit proof of completing required training program) Special Retirement Provisions for Law Enforcement/Maximum Entry Age: The Criminal Investigator positions are a Primary/Rigorous position covered by the retirement provisions of 5 U.S.C. 8336(c) and 5 U.S.C. 8412(d). Persons making their first entry into a law enforcement position under these authorities must be between the ages of 21 and 36 years of age. The date immediately preceding an individual's 37th birthday is the maximum entry age for original appointment to a position as a law enforcement officer or firefighter position as defined in title 5 U.S.C. 8331(20)(21) or in 5 U.S.C. 8401(14)(17). This age restriction does not apply to those who have prior Federal service in a covered primary law enforcement or firefighter position, or to qualified Veterans' preference eligibles regardless of whether they meet the maximum age requirements identified at 5 U.S.C. 3307, unless the hiring agency has determined age is essential to the duties of the job. All applications will be screened for date of birth at the time of initial application. Law Enforcement Availability Pay (LEAP): LEAP in the amount of 25% has been approved for this position. Applicants must agree to work an average of two hours extra per day to meet the requirements for LEAP as described in 5 U.S.C.5545a(d)(1).
