The primary purpose of this position is to manage and direct the activities of the AFRC Unit Management Engineering Program as set forth by USAF and AFRC, including functional reviews, manpower determinant developmen½ management assessments, and process improvement studies. The Management Engineering Team is the sole organization providing these services.
Duties
DUTY 1:
Plans, manages and directs the operation of the AFRC Management Engineering Team (MET) Manpower Requirements B Flight.
DUTY 2:
Assigns work, evaluates work performance, plans, manages and directs the operation of the technical staff as to ensure efficient operation of the program.
DUTY 3:
Managing and directing an on-going functional review program through assigned lead management analysts.
DUTY 4:
Determining the accuracy of the workload reporting systems, comparing the published description of work outlined in AF/AF'RC publications against day-to-day workload befog accomplished.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes the supervision and execution of major command programs that impact decisions on manpower resources allocation; establishing criteria to measure and predict the attainment of program or organizational goals and objectives, promulgating program guidance for application across organization lines or in varied geographic locations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
I. Expert knowledge of qualitative and quantitative manpower resource management techniques to apply management engineering principles, concepts and methodologies, and financial management directives, concepts, procedures, guidance and policy, to include knowledge of manpower determinant development process to meet agency requirements.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Thorough knowledge of the mission, roles, functions, organizational structures, and operation of AFRC organizations to provide input or study support to HQ AFRC/A IM and staff.
4. Extensive knowledge of long range doctrine, joint vision, and strategic planning goals and objectives and of command missions, goals, and objectives, and sequence and timing of operations such as deployment and mobilization, sufficient to w1derstand wartime, as well as peacetime, manpower policies.
5. Ability to communicate effectively both orally and in writing; negotiate complex issues, and maintain good order, discipline and working relationships.
6. Ability to plan, organize, and direct the functions and mentor, motivate, and apprise the staff of an organization through subordinate supervisors, and analyze plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
