These positions are located in the New Mexico State Office, in the Division of Support Services.

Duties

Duties will be developmental in nature when filled below the full performance level. Prepare vacancy announcements that comply with the rules and procedures specified in an agency's merit promotion plan. Provide expertise to determine appropriate rates of pay involving highest previous rate, special salary rates, retained grade/pay, etc. Provide advice to supervisors regarding complex recruitment actions. Set pay for the full range of staffing actions including reassignments, change-to-lower grades, reinstatements, transfers, details, promotions, and temporary promotions.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience GS-09: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing at least 3 of the following duties: (1) researching, analyzing, and applying policies, regulations, and standard procedures to perform work in a human resources program area; (2) creating job announcements in an automated staffing system (i.e., USA Staffing, Monster, eRecruit, etc.); (3) determining applicant eligibility/qualifications; (4) issuing/auditing certificates and notification letters. (Note: Your resume must support your response). OR Education GS-09: Successful completion of at least two years (36 semester hours or equivalent) of progressively higher-level graduate education leading to a master's degree or a completed master's degree or equivalent graduate degree, from an accredited college or university in a field directly related to the work of the position (i.e., human resources, business management, etc.) which provided the knowledge, skills, and abilities necessary to do the work of this position. OR Combination GS-09: An equivalent combination of specialized experience and graduate level education as described above, when combined, equals 100 percent of the total requirement. Please note only graduate education in excess of the first year (18 semester hours) may be used to qualify under this option. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Specialized Experience GS-11: You must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) developing recruitment strategies to address specific resource or program needs; (2) explaining determinations to supervisors, managers, and job applicants; (3) advising selecting officials of procedures and requirements governing certificates of eligibles, category rating, and rules covering applicants with veterans preference; (4) implementing and providing policy guidance on pay determinations. (Note: Your resume must support your response). OR Education: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a doctoral degree or LL.M. if related in such fields as Human Resources Management, Business Administration, or any other similar degree for which such education demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (NOTE: You must submit a copy of your transcripts with your application). OR Combination: Possess a combination of specialized experience directly related to the position and progressively higher-level post graduate education leading to a doctoral degree and the combination is equivalent to the total requirement of this position. To calculate, first determine your total qualifying experience as a percentage of the experience described above; then determine your total qualifying graduate level education as a percentage the education required. Add the two percentages. The total percentage must equal to at least 100%. NOTE: When combining specialized experience and education, only units in excess of the first two years (36 semester hours or the master's level) may be used to meet the educational requirement. (NOTE: You must submit a copy of your transcripts with your application). Specialized Experience GS-12: You must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: (1) utilizing an automated staffing system to process, maintain, and retrieve employee personnel and staffing actions; (2) guiding managers in developing job analysis and selecting appropriate criteria for evaluating job candidates in complex positions (3) training managers and HR staff on availability and use of a full range of recruitment flexibilities such as veteran's authorities, direct hire, and agency or bureau specific authorities; (4) implementing and providing policy guidance on pay determinations and pay management issues. (Note: Your resume must support your response). TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

There is no substitution of education for experience at the GS-12 grade level of this announcement.
