This temporary promotion is not to exceed 1 year of service. This position is open to current Department of the Interior employees only.
Duties
Oversees a wide variety of HR programs such as Delegating Examining Unit, upholding merit system principles and prohibited personnel practices.
Oversees position management, workforce planning, employee and labor relations, etc. and ensuring compliance with current policies, laws, and regulations.
Participates as a key HR advisor for HR studies, evaluations, policy development, and Bureau-wide program implementation efforts.
Determines solutions to unusually complex problems involving HR management issues and leads innovative HR initiatives in an effort to implement strategic human capital plans.
Supervises the technical and administrative functions of HR staff including HR Specialists, HR Assistants, and Supervisory HR Specialists.
Builds and manages the HR workforce to include hiring, training, and motivating employees; assigning, tracking, and evaluating work; hearing grievances and complaints; acting upon disciplinary action, consulting, and approving training needs.
Responsible for programming and annual budgeting submissions and ensures program accomplishments are within budget allocations.
Plans and tracks work to be accomplished, sets workload priorities and deadlines, makes assignments based on capability and expertise.
Participates in agency wide teams addressing HR issues and is consulted by other HR Officers, Supervisors, and Specialist on issues related to HR and provides technical expertise.
Works with other supervisors and leadership to coordinate complex personnel management and organizational changes which may affect efficiency or effectiveness of the organization.

- Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.
- This is a not-to-exceed one year temporary promotion. At the expiration, you will be returned to your position or to a position of equivalent pay and grade within your agency of record.
Qualifications

To qualify for a temporary promotion to the GS-13, you must have at least one year of specialized experience equivalent to the GS-12. Examples of specialized experience may include: Human Resources experience as a team leader, supervisor, or senior specialist serving as a technical authority. Providing advice and guidance on a wide range of complex or controversial personnel actions and issues. Improving organizational structures and workforce plans. Interpreting a wide range of personnel laws, rules, and regulations to develop and implement federal human resources policies, programs, or initiatives. Leading others in the development and provision of personnel products, training, programs, and initiatives. Education may not be substituted for specialized experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements by the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
There are no qualification requirements for a detail assignment. However employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level.
