The National Institute of Biomedical Imaging and Bioengineering (NIBIB) is seeking an experienced Ethics Coordinator. This position is in the Office of the Director (OD), Office of Administrative Management (OAM). This position will support the Executive Officer with their duties as the Deputy Ethics Counselor (DEC) for the Institute.
Duties
Responsible for managing a comprehensive ethics and standards of conduct program.
Advise the Deputy Ethics Counselor of pending ethics issues.
Develop and update various ethics policy and procedural documents such as the proposed ethics handbook.
Direct the development and maintenance of systems that support ethics activities.
Interpret laws (statutes), regulations, and policies pertaining to approval of outside work activities.
Serve as the technical expert on financial and post-employment conflict of interest matters.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
- Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
- Males born after December 31, 1959 must be registered with the Selective Service.

Qualifications
In order to qualify for the GS-14 level, you must meet the following requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing advice to employees and managers on the interpretation and application of ethics statutes, regulations, and policies on issues including financial disclosure, recusals and gift exceptions; reviewing confidential and public financial disclosure reports or prohibited holdings reports; providing advice on possible conflict of interest violations and making corrective action recommendations; and designing ethics training courses and materials.
