This announcement will be used to fill positions with an entry grade of GS-9, or GS-7 with a target grade of GS-9.
Duties
Documents results, analyzes findings, identifies causes of problems or areas in need of improvements, and the type(s) of corrective action(s) or remedy needed.
Develops formal reports for submission to MPO senior leaders identifying recommendations.
Provides detailed root cause analysis of any conditions that negatively impact the accurate and timely processing of military pay.
Conduct operational reviews, perform various functional studies, assess regulatory compliance, and accomplish quality assurance functions for assigned AMPOs.
Provides technical advice and assistance to supported AMPOs on matters involving regulatory compliance, statutory requirements, and Army military pay provisions.

Time in Grade:
For entry at the GS-07 level, status applicants must have served 52 weeks as a GS-06 or higher grade in the Federal Service.
For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service.
Specialized Experience:
For the GS-7, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-06 grade level in the Federal service, or comparable in difficulty and responsibility to GS-06 if outside the Federal service.
Specialized experience is defined as experience gathering records and substantiating documents such as pay vouchers, travel vouchers, etc; reviewing data on various documents and determining the accuracy of financial transactions.
For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service.
Specialized experience is defined as experience supporting finance operations in developing formal reports, conducting operational reviews, performing various functional studies, and assess regulatory compliance.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
Substitution of education for the specialized experience requirement at the GS-07 grade level (2- grade): Bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements). Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-09 LEVEL (2 grade): Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.
