About the Position:
This position oversees a multi-million-dollar operating budget consisting of separate and distinct budget programs and multi-year appropriations and is assigned to the G-8, Mission Support Element, under the 1st Infantry Division, Fort Riley, KS.
Duties
Provide professional advice and assistance to Commander, Chief of Staff, Director an other members on the Administrative Control on resource management program, operation, services, and activities.
Exercise responsibility for the continued development, coordination, and evaluation of an effective integrated resource management program for the Mission Support Element (MSE).
As technical advisor, recommend policies, plans, and courses of action affecting the MSE resource management program.
Serve as a member and principal advisor to the Program Budget Advisory Committee.
Coordinate functions to provide integrated MSE resource management and analyses.
Plan, direct, and evaluate work of professional, administrative, technical, and clerical employees engaged in resource management functions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Security clearance.
- Temporary Duty Travel (TDY) appr. less than 25% of the time away from home station.
- The employee may be required to work overtime on an emergency basis.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Report upon entering the position and annually IAW DoD Directive 5500-7-R, Joint Ethics Regulation, dated 30 August 1993.
- This is a Financial Management Level 3 Certified position designated IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- Required to comply with all Department of Defense/Department of the Army requirements of this certification program. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Supervisory probationary period may be required.
- Recruitment/Relocation/Retention Incentive may be authorized.
- Permanent Change of Station (PCS) Expenses may be authorized.

Specialized Experience: One year of specialized experience which includes applying a broad knowledge of the development of plans, policies and administration of resource management programs and issues; providing technical guidance of a resource management program that includes financial policy and law, budget, statistical reporting and analysis, internal management controls, manpower, civilian pay issues, financial management automation; recommending revisions of financial plans, programs, and operations to meet effectiveness of goals and protect financial resources; supervising and exercising control over subordinate personnel.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
