This position is located in the Department of Homeland Security, Federal Protective Service, Washington, District of Columbia.

Duties

The primary purpose of this position is to serve as the Deputy Chief of Staff who jointly with the Chief of Staff manages all matters involving interpretation, implementation, formulation, and evaluation of agency policies and procedures relating to the direction, operation, and management of assigned staff functions. Duties performed: Ensure that administrative and managerial policies that reflect efficient and effective time are responded to promptly. Develop and review the staff's proposed administrative policies from the standpoint of feasibility, previous experience with similar policies, and articulates the effect impacting the Federal Protective Service (FPS) and higher authorized existing policies. In the absence of or at the direction of the Chief of Staff attend appropriate meetings with the FPS Director to keep abreast of developments, views expressed, decisions, and acts to ensure that the initial implementation of matters affecting support operations. Stay informed of and monitor progress for various long-term issues involving administration and management of the Chief of Staff office's support operational functions.

Applicants must demonstrate that they meet the specialized experience requirements as noted below. Specialized Experience: GS-15: Applicant must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: 1) Serving as a principal advisor and authority on administrative policies and procedures; and 2) Utilizing analytical and evaluative methods to assess program development and effectiveness and to develop corrective measures; and 3) Writing and evaluating communications and other materials for management that are aligned with agency positions and protocols; and 4) Establishing lines of communication with internal and external sources in order to coordinate or gain support for organizational programs and policies; and 5) Assigning and prioritizing workloads to employees considering the assignment's level of difficulty and the employees' capabilities. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
