Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Knowledge Management Specialist you will use your knowledge of and experience with the Administration for Strategic Preparedness and Response to optimize business results and customer experience to: Develops and implements policy and program guidance governing the implementation and management of KM initiatives. Policies and guidance pertain to all aspects of this program (e.g., knowledge creation, capture, and sharing). Develops, designs, sets up, and maintains the organization's KM platforms for knowledge dissemination to an internal and external audience. Identifies and assists in establishing roles and responsibilities for supporting a KM environment; builds knowledge teams; develops a migration plan for content to support and promote KM; supports and maintains the continual development of new organizational and online communities of practice; promotes knowledge (both tacit and explicit) as assets to the organization; and develops and implements a change management program to assist in moving KM initiatives toward a knowledge-centric culture.

Qualifications

WHAT WE ARE LOOKING FOR You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service at least three (3) ALL of the following: Serves as a consultant to managers and supervisors in recommending strategic approaches to distributing and publishing their knowledge content in a manner that best serves their program office and customer/user needs. Manages the digital files/share point/leaf or other appropriate system for tracking publications, forms, and correspondence submitted for publication. Develops internal Knowledge Management (KM) standard operating procedures, processes, guidelines, and best practices. Executes the Knowledge Management (KM) operational plan and governing programmatic changes, including preparation of action plans, implementation of quality assurance controls, and scope management. Independently develops an action plan and/or makes recommendations to address necessary changes to forms/publications as a result of a variety of statutes, regulations, policy, and legal issues and works with other analysts in a department. Uses knowledge of KM technology tools to implement KM principles and work practices to support program goals. Documenting experience: IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
