The primary purpose of this position is to serve as the center level, senior subject matter expert/team lead, researching, developing, and recommending new and innovative corporate policies, practices, and processes for the management of civilian personnel policy and programs across the organization. Leads projects and studies encompassing the Directorate of Personnel.

Duties

Articulates and communicates to the team, assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review and establishes deadlines and time frames for completion of assigned work. Monitors and intercedes with the status and progress of work on a daily basis, reviewing for technical accuracy of in-work and completed projects. Develops and recommends personnel program policies and guidance to organization activities and performs continuous strategic and technical guidance. Conducts, leads, and/or participates in studies to improve HRM programs and/or influence policy changes for the organization that typically involve long-range strategic planning, highly complex, and often politically sensitive topics. Serves as an authoritative, technical advisor for program evaluation of a full range of HR programs at center and wing/installation level and develops and executes improvement/enhancement plans to create common processes and continuity. Develops, complies and analyzes reports and charts for management identifying current status, potential deficiencies and problems or trends.

  • This position is with location subject to negotiation at the following locations: Tinker AFB, Hill AFB and Robins AFB. The location will be determined after selection. Telework options can be negotiated and implemented after entrance on duty.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is defined as providing program oversight in performance management systems as well as awards and recognition programs, providing guidance on civilian personnel programs, and designs comprehensive HR studies from automated HR databases and other sources to provide recommendations and/or influence policy changes. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of a wide range of federal HR laws, executive orders, regulations, policies, directives, instructions and concepts governing HR functions such as merit promotion, recruitment and placement, affirmative employment, employee and labor-management relations, employee performance and conduct issues, and other programs. Knowledge of advanced federal HRM principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods. Knowledge of organizational structures and functions across a major center or comparable organization to identify, consider, and present options for the resolution of substantive organizational and program issues involving HRM and areas such as resources management, civilian deployment, and other special programs that brings program policies and operations in line with higher level vision, goals, and objectives. Skill in conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, effectiveness and making recommendations for enhancements and improvements. Ability to communicate at all levels of leadership both orally and in writing and to establish and maintain effective and positive working relationships. Ability to utilize organization Art of the Possible (AoP) principles and concepts to lead a team of personnel through coaching, communication, planning, organizing, and direction to facilitate work assignments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
